Subject: Solid Waste Citizens Academy (Proposal)
Summary
The Solid Waste Citizens Academy will educate residents about the District’s solid
waste and recycling programs. The purpose of the academy is to improve community awareness about solid waste programs and to encourage behavioral changes in the
way residents discard their trash. Staff is providing the Board with the academy
proposal.
Staff Recommendation
Staff recommends the Board of Directors receive and file this report.
Analysis
Staff anticipates implementing the Solid Waste Citizens Academy in February of 2014. The academy will run for approximately six weeks and will be conducted in 1-hour
sessions. Residents will have the opportunity to learn about the following:
• Week 1: The History of the Costa Mesa Sanitary District, the Evolution of Trash, and State Mandates
• Week 2: CMSD Videos, CR&R Contract History, the terms of Agreement with
CR&R Environmental Services, District Programs and Source Separation vs.
Mixed Waste, and Service Rates.
• Week 3: MRF Tour.
• Week 4: The Benefits of Composting.
• Week 5: The Road to Zero Waste, and Trash Audit.
• Week 6: Anaerobic Digestion and the Organics Recycling Program.

At the conclusion of the program, there will be an award ceremony during a regular Board Meeting for the participants.
Strategic Plan Element & Goal
This item complies with the objective and strategy of Strategic Element 2.0, Solid
Waste and Strategic Goal No. 2.1, Solid Waste Citizens Academy.
“Objective: Our objective is to manage the collection and recycling of residential trash
in the most economical and environmentally friendly way.”
“Strategy: We will do this by looking for ways to improve efficiencies, achieve high
customer satisfaction, and considering prudent new recycling methods.”
Legal Review
Not applicable at this time.
Environmental Review
Establishing a citizens academy for resident education is not a disturbance of the
environment directly or indirectly similar to grading or construction and is not a project
under CEQA or the District’s CEQA Guidelines.
Financial Review
Staff is currently evaluating the financial impact of having transportation, advertisement and marketing costs for the Solid Waste Citizens Academy. Therefore, the financial impact is unknown at this time.
Public Notice Process
Copies of this report are on file and will be included with the complete agenda packet
for the November 12, 2013 Board of Directors Study Session at District Headquarters
and posted on the District’s website.
