Minutes of the Board of Directors Special Meeting Held January 6, 2000
The Board of Directors of the Costa Mesa Sanitary District attended a meeting of the
Costa Mesa Sanitary District Recycling Committee at 9:00 a.m. in conference room 1A
at the Civic Center, 77 Fair Drive, Costa Mesa.

Telephone Book Recycling Program with Schools
Director Worthington requested an update on the 1999 School Telephone Book
Recycling Program. Ms. Revak reported the program concluded December 23, 1999
with a total of 19,617 books (39.23 tons) collected. This compares with 16,078 books
(32.16 tons) collected in the 1998 program.
Kline School (K -8) was the big winner in the elementary school category; TeWinkle
came out on top in the middle school contest; with Estancia winning in the contest
between the high schools.
Ms. Revak reported awards totaling $9,736.00 will be distributed to the schools and a
schedule of presentation dates is forthcoming. Additionally, the District has coupons for
free car washes; Slurpees /fountain drinks and ice cream cones to be awarded.
A four -year summary of the school program will be presented to the Board at the regular
Board meeting on January 10, 2000.
Christmas Tree Recycling Program
Ms. Revak reported the Christmas Tree Recycling Program took place from December
27, 1999 through January 7, 2000, as scheduled. A total of 10,238 trees were collected
for recycling. Ms. Revak presented photographs of trees being delivered to the site at
the Fairgrounds. A reported six to seven truckloads per day were delivered by the
District's trash hauler for chipping. The photographs documented the fact that a large
number of residents leave stands, lights, and decorations on the trees at curbside.
Greeting Card Recycling Program
• Ms. Revak reported the District again placed a container in the City Hall lobby for
collection of greeting cards for mailing to St. Jude's Ranch for Children in Boulder City,
Nevada. The children, who are abandoned, abused and neglected, precision trim the

cards and glue them onto pre - printed card backs which are then sold to the public. The
program provides practical recycling opportunities for Costa Mesa and Santa Ana
Heights' residents. A District press release was issued and published in the Daily Pilot
and the District collected two large containers of greeting cards. For the third year, Mail
Boxes Etc. in Huntington Beach will assist in the program by providing packaging and
shipping. Staff will draft a thank you letter to Ms. Campbell at Mail Boxes Etc. for
signature by the Recycling Committee Chairman.
Reaching 50% by 2000 - Press Release Campaign
As directed by the Board, press release advertisements ran in the Costa Mesa Breeze
and Daily Pilot informing the public of the District's success in reaching the 50%
recycling goal by 2000.
Bin Service Trash Collection
Director Worthington suggested the District revisit bin service trash collection and the
legal right District has to provide bin service. Director Worthington suggested a face-to-
face meeting with City Council members to discuss how using franchise fees collected
could provide standardized containers to curbside residents to help beautify the City.
Director Ferryman recommended bringing the subject before the Board at the January
10, 2000 meeting and proposing a study session.
City of Costa Mesa Residential HHW Program
District Manager Hamers reported the City of Costa Mesa has joined the residential
household hazardous waste program and will be providing the pick -up service to
residents serviced by the City bin trash collection.
The meeting was adjourned at 9:58 a.m.
No action was taken by the Board of Directors of the Costa Mesa Sanitary District.
