4e - OC Goodwill Community Event Protecting our community's health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Costa Mesa Sanitary District ….an Independent Special District Memorandum To: Board of Directors Via: Scott Carroll, General Manager From: Elizabeth Pham, Management Assistant Date: November 12, 2013 Subject: OC Goodwill Community Event (Update) Summary The Costa Mesa Sanitary District (CMSD), Orange Coast College (OCC), and OC Goodwill collaborated to coordinate the community’s first used item recycling event. The purpose of the event was to provide residents with an easy and convenient method for recycling unwanted clothes, furniture, E-waste, and other items. In addition to reducing waste that goes to the landfills, it provided an opportunity for the Children’s Center’s Science, Technology, Engineering, and Mathematic (STEM) Program to generate funding for their program. For each full container that the OC Goodwill collected, they donated $75.00 towards the STEM Program. Staff Recommendation Staff recommends the Board of Directors receive and file this report. Analysis The event was held on Saturday, October 26, 2013, from 9:00 a.m. to 3:00 p.m. providing the community with a safe and free service for OC Goodwill to collect clothing, furniture, and electronics. Paper shredding bins were also available on site and staff helped dispose of old files and documents for the public. It was a successful effort on the part of all agencies involved, and approximately 186 donors attended the event to contribute to the 27.25 cages that were collected by OC Goodwill. The total amount collected from the event was 20,913 pounds. The STEM program raised a total amount of $2,043.75. Strategic Plan Element & Goal Board of Directors November 12, 2013 Page 2 of 2 This item complies with the objective and strategy of Strategic Element 2.0, Solid Waste, which states: “Objective: Our objective is to manage the collection and recycling of residential trash in the most economical and environmentally friendly way.” “Strategy: We will do this by looking for ways to improve efficiencies, achieve high customer satisfaction, and considering prudent new recycling methods.” Legal Review Not applicable at this time. Environmental Review Being a partial sponsor or coordinator of a community recycling event is not a disturbance of the environment directly or indirectly similar to grading or construction and is not a project under CEQA or the District’s CEQA Guidelines. Financial Review The District has spent approximately $2,500 to promote and advertise the event. There were no costs to utilize the OCC Parking Lot C. OC Goodwill and OCC provided volunteers to work the event. The event was open to the general public free of charge.
