COSTA MESA SANITARY DISTRICT
Minutes of Board of Directors Special Meeting held August 2, 1999
The Board of Directors of the Costa Mesa Sanitary District met in special session on
August 2, 1999, at 9:30 a. m., in conference room 5A at the Civic Center, 77 Fair Drive,
Costa Mesa, California.
Directors Present: Art Perry, Arlene Schafer, Greg Woodside, James Ferryman,
Dan Worthington
Staff Present: Robin Harriers, Manager /Engineer, Lois Thompson, Assistant
Manager, Joan Revak, Clerk of the District; Dawn Schmeisser,
Assessment Specialist; Marc Puckett, Treasurer; Nita McKay,
Assistant Finance Director; Ron Hayes, Accountant, Finance
Department.
Others Present: Ken AI -Imam , Certified Public Accountant

• President Perry called the meeting to order at 9:30 a.m.
EXECUTIVE BOARD OF CALAFCO
Mr. Harriers reported Director Schafer has been nominated for a position on the CALAFCO
Executive Board by the Local Agency Formation Commission (LAFCO) of Orange County and
recommended the Board send a letter in support of Director Schafer. Director Ferryman
motioned to endorse the candidacy of Director Schafer to the CALAFCO Executive Board.
Director Woodside seconded. Motion carried unanimously.
EXPLANATION OF FINANCIAL STATEMENTS
Discussion was held in three areas:
1. How timing of spending for various items affects net operating income.
2. The possible affects of using an alternate accounting method for contributed
capital.
3. Historical sewer and trash collection revenues and expenditures.
40 No action was taken by the Board of Directors of the Costa Mesa Sanitary District.
