Minutes of the Board of Directors Special Meeting Held July 6, 1999

The Board of Directors of the Costa Mesa Sanitary District attended a meeting of the
Costa Mesa Sanitary District Recycling Committee at 9:00 a.m: in conference room
3A at the Civic Center, 77 Fair Drive, Costa Mesa.
Directors Present: Dan Worthington, Art Perry
Staff Present: Rob Harriers, Lois Thompson, Joan Revak, Ron Hayes
Pilot Program Update
Director Worthington opened the meeting, requesting an update on the trash
collection pilot program. Ms. Thompson provided a preliminary report on the End of
Program Survey Responses. Survey cards were sent to 202 addresses and 63
responses were received.

Mr. Harriers suggested the option of a 35 gallon container might be offered for

Telephone Book Recycling Program
Ms. Thompson reported 7.84 tons of Pacific Bell Yellow Page telephone directories
were collected in the Summer program. Although thirteen commercial locations
initially agreed to participate in the program, only Bethel Towers and Holiday Inn
called requesting delivery of a bin for collection of old directories.

Ms. Thompson reported the District completed its first year utilizing the Door -to -Door
Recyclable Household Hazardous Waste Collection Program. A total of 277 pick
ups at $65.00 per stop were completed for a total cost of $18,005. The District
budgeted $40,000 for this program in fiscal year 98/99. Material collected during the
program includes 72 gallons antifreeze, 171 automobile batteries, 781 gallons used
oil and 1581 gallons latex paint.
Ms. Thompson further advised the response from the public is overwhelmingly
positive resulting in the following statistics:
• The program scores a 94% rate for convenience.
• The program scores a 84% rate for customer satisfaction (Many of the customers
who were not completely satisfied with the program requested the District collect
all household hazardous waste materials.).
Residents responding to the survey reported that hazardous materials had been
stored for approximately six to ten years before being collected in this program.
• 98% of residents responded they would like to see the program continue as a
regular service.
• Only 46% of the respondents had previously used one of the County's permanent
Household Hazardous Waste Collection Facilities.
Ms. Thompson reported a new agreement with Curbside, Inc. to expand the door -to-
door program will be presented to the Board of Directors for approval at the July 12,
1999 regular meeting. The new contract will outline services provided by Curbside.
Director Perry proposed the District sponsor a one -day event for residents to drop off
their household hazardous waste.

hazardous waste, medical waste and tires be provided in the next CMSD Newsletter.

Large Item Collection Program
Ms. Thompson reported the 1999 Large Item Collection Program commenced on
June 21 and will run through August 27. As of Friday, July 2, 1999, 77 tons were
collected. Metallic goods totaling 12.34 tons were also collected.
The meeting was adjourned at 9:55 a.m.
No action was taken by the Board of Directors of the Costa Mesa Sanitary District.
