of Directors Costa Mesa Sanitary
District held at 190 East 18th
Street, Costa Mesa, Wednesday
(Special called date by notice to
Directors) November 3rd, 1948.
Present: Directors TeWinkle, Nelson, Lord and Norman.
Attorney Anderson, Engineers Bulot & Dondro and
Mir, Kenyon, Secretary Owen and County Supervisor
Willis Warner and Engineer Vinson W. Bacon and
Fred Bennett of Orange County Sewerage Survey.
Meeting called to order by President TeWinkle 7 :30 p.m.'
Regular order of business postponed for purpose of discussion of
plans and progress Sanitation District No.6 as related to plans
of Costa Mesa Sanitary District and general County District Plan.
Engineer Fred Bennett displayed large map and pointed out probable
locations of Sanitation District No.6 trunk lines and discussed
engineering problems and study.
Engineer Bacon further explained County District plans and pointed
out that Engineers Report is required by law to establish lines,
locations, size and connections upon which to base bond issue
proposal. These need not be absolutely final but subject to final
determination upon favorable result of bond election.
Supervisor Warner: War assets is agreeable to use by Sanitation
District of S.A.A.B. lines under County control, same to be
acquired on basis of 100% discount which will result in substantial
saving to District No.6.
Mr. Bacon stated that annexation to C.nl.Sanitary District would be
advantageous to adjacent territory and be better than a number of
separate Improvement Districts. Cost to Sanitation District No.6
will be less than originally estimated and complete information
should be available for tax estimate'by December 22nd,1948. Decrease
from estimated taxi-cost of original Board of Engineers Report will
be possible by reason of following factors:
Increased assessed valuation;
Length of Ocean Outfall line cut in half.
Availability of 500004�00 Chapter 20 Fund allotted by
Supervisors to County Sanitation Districts of which District No. 6
will receive its share towards cost of outfall.

Santa Ana Air Base sewer lines acquired by County and which
can be used only by District No.6 to any advantage, effecting
a saving of $167000.00.
By use of. present Treatment Plant and Saving on new one of
40 to $50000.00 to all Districts.
Discussion of time of Bond election resulted in led to
tentative decidi.on that February was a good time for same —
probably latter part.
Good idea. all Districts hold election same d4y.
Largest financial project ever undertaken by Orange County.
Upon question by Secretary Owen as to what effect if any
annexation program being presented to adjacent territory would
have on bond election, no adverse comment was had. Appeared to
be all in the same intertist.
Mr. Nelson suggested that the presence of boring rig in
the District engaged in putting down test holes and sampling
formation would form the basis of attraction publicity and
( Engineers and Secretary agreed to prepare and submit such data to
the Press.
Mr. Norman: If a District fails in its Bond election — then what?
4r. Warner: Might have to do it over and other Districts carry the
load until failing District finally came in, in any event
each District would have to bear its share of cost of
facilities when it did decide to use 'same.
Other items mentioned and Mr. Anderson stated possible opposition
In some quarters where separate improvement districts might be
advocated and formed at less cost than annexing to Sanitary
District. Indicated by discussion that such procedure would be
unnecessarily expensive where a Sanitary District is already
available such as in Costa Mesa.
Construction costs of laterals on area or lineal foot basis
discussed and to be considered.
At this point the visitors retired upon expression of appreciation
by the Board by President TeWinkle for their attendance and co-
operation.

Moved by Nelson, seconded by Lord, that subject to
approval as to form of proposed lease granting of
same be approved and.P- resident and Secretary directed
to execute same.
