Minutes - Board - 1998-11-05i ib COSTA MESA SANITARY DISTRICT Minutes of Board of Directors Special Meeting held November 5, 1998 CALL TO ORDER The Board of Directors of the Costa Mesa Sanitary District met in special session on November 5, 1998, at 9:00 a. m., conference room 1 -A of the Civic Center, 77 Fair Drive, Costa Mesa. Director Ferryman called the meeting to order at 9:00 a. m. Director Schafer led the Pledge of Allegiance. Director Reade gave the invocation. ROLL CALL: Directors Present: James Ferryman, Arlene Schafer, Nate Reade, Dan Worthington Directors Absent: Art Perry Staff Present: Robin Harriers, Manager /Engineer; Lois Thompson, Assistant Manager, Joan Revak, Clerk of the District; Dawn Schmeisser, Assessment Specialist; Ron Shef, Code Enforcement Officer; Reba Coulter, Finance; Andrea Daroca, Acting Treasurer Others Present: Greg Woodside 1594 Elm Avenue Costa Mesa INTRODUCTION OF NEWLY- ELECTED DIRECTOR District Manager Rob Harriers introduced Greg Woodside, newly - elected Board Director, to staff and Board members. Mr. Harriers explained the function of the Recycling Committee, whose members include two Directors and staff members. The entire Board was invited to this meeting making it a Special Meeting. DISCUSSION OF TRASH COLLECTION PROGRAM Mr. Harriers presented a recap of the benefits of using standardized cans in the District's trash collection pilot program under consideration. • Beautification of City • If it becomes necessary to go to separate cans for recycling, District will have one can out there already • Standardization program works very well • COSTA MESA SANITARY DISTRICT MINUTES - BOARD OF DIRECTORS SPECIAL MEETING HELD NOVEMBER 5. 1998 01 Mr. Hamers discussed parameters of pilot program with our hauler, Costa Mesa Disposal, and pointed out a commitment by the District to institute a permanent program must be present should the pilot program prove successful. An outline of the proposed pilot and permanent program was presented by Mr. Harriers: I. Pilot Program A. Proposed Route 100 single family residences 100 multiple family residences B. Size of Containers - Hauler 60's C. Cost of Program - $14,000 (subsidized by Costa Mesa Disposal) D. Duration - 90 days E. Notification - Written, Follow -up, Press Campaign is F. Start and Finish Dates G. Current Regulations - Problems with storing extra containers H. Commitment to Permanent Program II. Permanent Program A. Types of containers - Size, Color, Material (Linear vs. Cross -link) B. Container Manufacturers: Local, Nationwide, Tour of Plant C. Cost of Program: Containers $35.00 per can = $1.60 /mo for 2 Hauler 60's Financing 10% Term 5 Year Maintenance /Replacement by Costa Mesa Disposal Net increase to residents = $1.60 /mo = $19.20/yr = 12% increase • COSTA MESA SANITARY DISTRICT 3 MINUTES - BOARD OF DIRECTORS SPECIAL MEETING HELD NOVEMBER 5, 1998 D. Total increase in rates to residents 10% expected for increase to 50% recycling + 12% for containers = 22% E. Implementation Schedule - By Costa Mesa Disposal, as is feasible F. Press Campaign Director Ferryman expressed opinion that Costa Mesa Disposal should be responsible for cost of program in view of the time savings factor in using the semi - automated containers. Mr. Hamers pointed out, however, the time savings would be insignificant to Costa Mesa Disposal. Director Reade indicated his concern that cost of program would be too high to ask of taxpayers. Director Ferryman expressed his feeling that Costa Mesa Disposal should participate in cost as they would be reaping savings from plan and agreed it would be a burden to taxpayers. Director Worthington reported ten cities in Orange County have implemented plan using • standardized containers. The District doesn't have to do original thinking, just determine how other cities have made program work. The District may have to go to plan of having separate container for green waste to comply with AB939. Mr. Hamers advised a pilot program for three months would cost $14,000 with 100 single family residences and 100 multiple family residences. Areas to be used in pilot program would be selected by Costa Mesa Disposal. Ms. Thompson indicated it might help to have Hauler 90's for larger complexes. Director Worthington stated if choice of container is offered to residents, it would be with agreement that cans must be out of sight. If the District offers different sized containers in pilot program they would all be the same color. Director Ferryman suggested, after pilot program gets underway, the District encourage City Council to observe the difference in appearance of neighborhoods. Director Ferryman recommended cost of program be subsidized by Costa Mesa Disposal with a duration of 90 days. Director Worthington expressed need to start publicity in order to obtain input from residents as to pros and cons of program and to take survey during program. General publicity would include before and after. • COSTA MESA SANITARY DISTRICT MINUTES - BOARD OF DIRECTORS SPECIAL MEETING HELD NOVEMBER 5, 1998 Mr. Hamers recommended the following criterion for the pilot program: Start date: February 1, 1999 Suggest to residents they take Hauler 90 only if they can store out of sight. Containers to each resident with a choice of Hauler 60 or 90. Color: gray 4 Ms. Thompson recommended consideration be given to ownership of the containers. The District does not want to be in position of owning containers and, therefore, a need exists to specifically name Costa Mesa Disposal as owners of the containers. Ms. Thompson also noted, presently 3500 Haulers are being used in residential trash collection. Director Worthington questioned what our obligation would be to keeping containers in perfect condition. Mr. Hamers replied replacement factor is minimal according to Costa Mesa Disposal, and theft is the biggest problem. Lifetime of containers is 10 -20 years and Costa Mesa Disposal would take complete responsibility for containers. ® Mr. Hamers pointed out the Board should keep in mind the program will run into the middle of 1999 and the 1999 budget adoption of year 2000 will occur. Data would also be available from other cities as to what their trash rates will be. Mr. Hamers stated it will take six months to recognize the feasibility of the program. Director Reade made a motion, seconded by Director Schafer, to go ahead with pilot program as presented and to direct staff to provide samples of material. Motion carried 4 -0. Staff was directed to determine how to institute pilot program. TOUR OF CR TRANSFER FOR NEw DIRECTOR Director Worthington suggested Greg Woodside, Director - Elect, be given a tour of the CRT recycling plant.
