Minutes of the Board of Directors Special Meetinq Held June 9, 1998
The Board of Directors of the Costa Mesa Sanitary District attended a meeting of
the Costa Mesa Sanitary District Recycling Committee at 10:00 a.m. in conference
room 1 -A at the Civic Center, 77 Fair Drive, Costa Mesa.

Telephone Directories, June 1998 Program
Ms. Thompson reported bins were delivered to five grocery stores, City Hall and
the Orange Coast College Recycling Center on June 3, 1998 and will remain on
site until July 24, 1998. The program is being promoted with the following:
t • An 800 number sponsored by PacBell to inform people about the recycling
program for phone books in their community. The statewide "800" number is
800 - 953 -4400.
• Media press releases (Daily Pilot has already printed our release twice)
• City of Costa Mesa web page
• Banners on each of the bins
• Orange County Fair message board
• Orange Coast College message board (if operative)
• City of Costa Mesa Community Report
• Costa Mesa's Recycling Hotline 754 -5600
Staff will update the Board monthly on the tonnage collected throughout the
program.
Telephone Directories, November 1998 School Program
Ms. Thompson informed the Committee seventeen out of nineteen public schools
and five out of sixteen private schools have responded they will participate in our
recycling program. Second notices have been sent to schools that have not yet
responded.

Large Item Collection
Ms. Thompson reported the Large Item Collection program will transpire over ten
weeks beginning June 11, 1998 and ending August 28, 1998. Costa Mesa
Disposal (CMD) staff will be leaving a bright yellow door hanger on each
residence two weeks before the program arrives in each neighborhood. The door
hanger was printed by City staff this year using multiple print runs to print the
program date for each neighborhood.
Ms. Thompson further reported the printing is paid for by CMD as part of their
contract requirements. This year the printing was accomplished at a savings of
approximately $100, and 56 hours of staff time was avoided by printing the
collection dates on the notices. This task was previously accomplished by two
CMD staff members using rubber date stamps.
Sharps Program Update
Ms. Thompson gave the following update on the Sharps program as of April 30,

Staff received a copy of a news release announcing the recipients of the CIWMB
Household Hazardous Waste Grants. All of the projects funded had an
underlying theme of a "permanent collection facility ". Sharps programs were
funded in El Dorado County and in the City of San Bernardino. Both programs
were expansions of existing permanent collection programs. This year $1.5
million was available and it was used to fund eleven proposals. Next year $3
million will be available for grant awards.
Household Hazardous Waste Residential Pickup Program
Ms. Thompson provided the Committee with a memo, proposed budget, proposal
from Curbside, Inc. and an Agreement for a Household Hazardous Waste Pickup
Program for the 1998/99 budget year. The program would provide a convenient
collection of antifreeze, auto batteries, used motor oil, oil filters and latex paint,

and would be available to all residents serviced by the District. The proposed
program budget would require a $20,000 contribution by the District to fund the
project. Costa Mesa Disposal would provide an additional contribution of $20,000
for a total budget of $40,000. These funds would provide 605 residential pickups
of recyclable HHW materials and promotional literature.
An agreement with Curbside, Inc. to provide the pickup and recycling services for
the District will be presented to the Board of Directors for approval at the June 11,
1998 Board Meeting.
Staff Meeting with CR Transfer - Update on Reaching 50%
Mr. Hamers reported on a meeting held with CR &R on May 27, 1998 to meet the
new Executive Vice President, Paul M. Relis, who will focus on strategic planning
and government relations. The materials recovery facility is currently being re-
engineered to implement more mechanized recovery, process a higher paper
recovery, and identify and document additional diversion credit for moisture losses
that result from new materials processing as permitted by the state. Mr. Relis will be
instrumental in assuring compliance with AB 939 diversion requirement of 50% by
the year 2000.
Recycled Products Catalog
Director Worthington suggested purchasing a Recycling Products Catalog,
showing products made from recyclables..The item will be presented to the Board
at the regular meeting on June 11, 1998.
