Minutes - Board - 1998-04-08• COSTA MESA SANITARY DISTRICT Minutes of the Board of Directors Special Meeting Held April 8, 1998 The Board of Directors of the Costa Mesa Sanitary District attended a meeting of the Costa Mesa Sanitary District Recycling Committee at 9:00 a.m. in conference room 1 -A at the Civic Center, 77 Fair Drive, Costa Mesa. Directors Present: Dan Worthington, Nate Reade Staff Present: Rob Hamers, Lois Thompson, Joan Revak, Dawn Schmeisser Mr. Hamers presented a draft "Letter to the Editor" addressing the disposal cost of telephone directories delivered to the community, and the lack of accountability by the telephone companies in preventing the recyclable material from being dumped in landfills at taxpayer cost. The Committee suggested a proposed Distribution List for the "Letter to the Editor ": The Orange County Register Daily Pilot Los Angeles Times Local Cable Station Integrated Waste Management Board Assemblywoman Marilyn Brewer and State Senator Ross Johnson The list will be presented to the Board of Directors at the regular CMSD Board meeting on April 9, 1998. Ms. Thompson briefed the Committee on information received from PacBell announcing their Telephone Book Recycling Program scheduled for June 4 through July 15, 1998. PacBell has requested the following information: • How will the District collect the phone books? • Where will drop -off bins be placed? • What are the names of the haulers that will participate? • What media contacts should receive press releases? • How many tons of books were collected at conclusion of program? Ms. Thompson reported 60.95 as the total tons collected in the 1997/98 telephone book recycling program; 47 tons were collected in the 1996 program. Ms. Thompson advised the Committee that PacBell is again working with Daishowa America to recycle the outdated PACIFIC BELL phone books, and the current price is $50 per ton. An 800 number is being set up by PacBell to inform the public about the • recycling program in their community. The Statewide "800" number is 800 - 953 -4400. • COSTA MESA SANITARY DISTRICT Minutes of the Board of Directors Special Meeting April 8, 1998 Page 2 Possible bin locations were discussed with the suggestion the bins be placed in the vicinity of hotels in the City and perhaps at South Coast Plaza. Director Worthington suggested providing a curbside approach to collect the telephone directories Mr. Hamers presented information on a meeting Staff had with Costa Mesa Disposal to discuss a Household Hazardous Waste collection program. Most of the ABOP type wastes are already collected in small amounts at the hauler's yard location. Costa Mesa Disposal will research further and program options will be discussed again with District Staff. Mr. Hamers informed the Committee that Staff also met with Costa Mesa Disposal to consider the possibility of the District providing dumpster services to multi - family dwellings. Costa Mesa Disposal staff related a historical account of why the service was discontinued in the past. The Committee will recommend to the Board that a study session be held with Raul and Ray Rangel of Costa Mesa Disposal to discuss the complexity of providing residential bin service. A Sharps Program update was given by Ms. Thompson. As . of March 1998, the • pharmacy locations and Stericycle have reported the following information: Pharmacy Site Pounds Collected No. of Participants North Drugs 76 58 Steven's Pharmacy 53 22 Grand Total 129 80 The District's Agreement with Stericycle will automatically extend another six months if the Disrict does not give a 60 day notice to terminate on April 23, 1998. The new six month term will end on December 23, 1998. The Board approved a $4,500 budget to fund this unique pilot program with funds received from Costa Mesa Disposal per their contract requirements. Total expenses to date for the Sharps Program are $1,200. At the current level of program participation, there is sufficient funding to cover expenses until December 23, 1998. Staff estimates that the participation rate will increase as the program becomes more well known. If grant funds are not received, the Board will need to consider appropriating additional funds to support the program or limit the number of participants at, each collection site. The Committee will recommend Board approval to extend the Sharps program through is June 30, 1999.
