Minutes of the Board of Directors Special Meeting Held February 11, 1998
The Board of Directors of the Costa Mesa Sanitary District attended a meeting of the
Costa Mesa Sanitary District Recycling Committee at 9:00 a.m. in conference room 1 -A
at the Civic Center, 77 Fair Drive, Costa Mesa.

Staff Present: Rob Hamers, Lois Thompson, Joan Revak, Dawn Schmeisser
Guests Present: Laura Fabrego, City Volunteer
Assistant Manager, Ms. Lois Thompson introduced new District Intern, Laura Fabrego,
an Exchange Student from Barcelona, Spain, attending California State University at
Fullerton. Ms. Fabrego is working on her Masters Degree in Environmental Planning
and has an interest in Medical Waste Recycling Programs. Ms. Fabrego was referred to
the District by the County of Orange, and she will be volunteering with the District
twenty hours per week until May 30, 1998.
Ms. Thompson presented a proposal from the Daily Pilot to purchase an ad in the
upcoming Yd Annual Almanac. The publication features Who's Who and What's What
in Newport Beach and Costa Mesa. An ad, 1/8 of a page, would cost $140.00. The
item will be referred to the Board at its regular meeting on February 12, 1998.
Ms. Thompson briefed the Committee on information the District has received
regarding a new type of franchise contract. Curbside, Inc. is a licensed hauler of
hazardous waste, currently implementing residential pickup programs in Orange,
Fountain Valley and Garden Grove. They are proposing to provide residential pickup
services to residences on a fee basis in exchange for a Franchise. Contract. Estimated
costs are $75.00 for recyclable products (ABOP) and $150.00 for non - recyclables.
Residents using the service would pay this fee and Curbside, Inc. would pay the
Contracting Agency a $5.00 or $10.00 franchise fee on each pickup. Residents would
still have the opportunity to take their own HHW to the free County collection centers.
Americlean is currently charging $1200.00 per month for the residential used oil pickup
service funded by our Used Oil Grant. This fee is for one route of customers, one day
per month. If twenty customers are serviced in the daily route, this equates to $60.00
per pickup. The Committee recommended that Staff contact Costa Mesa Disposal
regarding their interest in becoming involved in the collection of household hazardous
waste.

According to Ms. Thompson, the Sharps program is progressing as expected. North
Drugs distributed thirty -six containers and Steven's Pharmacy distributed twelve
containers in January. North Drugs has requested additional supplies of brochures.
Program information was distributed to all medical offices and senior facilities in Costa
Mesa.
The Committee discussed providing bin service to residential properties, and it was
noted the need for recycling and special services is not being met by current providers.
Bin service would expand the District's customer base, reducing the per dwelling unit
fixed costs. Adding bin service would create a continuity of trash and recycling
programs to residents. Contract hauler could be asked to provide:
• Variable rates based on service requirements (1 X per week, 2X per week)
• Monthly billing
• Delivery of trash to CRT recycling facility
• Large Item Collection
• Christmas Tree Recycling
The subject of bin service to residential properties will be brought before the Board at
• the regular CMSD meeting on February 12, 1998.
Mr. Hamers informed the Committee that the Household Hazardous Waste Grant
application was submitted to the Integrated Waste Management Board on January 22,
1998. The District will be notified of the grant status in April 1998.
The meeting adjourned at 10:20 a.m.
No action was taken by the Board of Directors of the Costa Mesa Sanitary District.
