Minutes of the Board of Directors Special Meeting Held November 12, 1997
The Board of Directors of the Costa Mesa Sanitary District attended a meeting of the Costa Mesa
• Sanitary District Recycling Committee at 9:00 a.m. in conference room 1 -A at the Civic Center,
77 Fair Drive, Costa Mesa.

Assistant Manager, Ms. Lois Thompson, reported on California's First Annual Second Chance
Week that was held' October 18 - 26, 1997. The motto for the event is: Reuse, Resale and
Repair... Give it a Second Chance. Staff issued three press releases to the local papers but none
were published. The Costa Mesa cable station did provide publicity and several residents called in
to the office to request additional information. It was suggested that the District might consider
_allocating funds in the budget for promoting this event next year.
Ms.. Thompson provided an update on the Sharps Program, informing the Committee that District
Counsel, Alan Burns, has expressed concerns with regard to the Stericycle contract, Mr. Hamers
related his opinion that the two collections sites recruited, North Drugs and Steven's Pharmacy,
be included in the contract so that they are held responsible for the handling of the sharps. The
Board approved $4,500 to support a pilot program for six months.
Grant funding for the program will be pursued, and the grant application is due on January 23,
• 1998. Funding of successful applications is anticipated in May 1998. The City of Fountain Valley
has offered to join in a regional grant application with the District. The City of Fountain Valley
utilizes a consultant, Curbside Inc., to implement their recycling programs. Staff has spoken with
a Curbside representative who is recommending residential delivery and pickup of the sharps
containers instead of utilizing the pharmacies as collection points.

Ms. Thompson gave an update on artwork for the Costa Mesa Disposal trucks, reporting that the
District did not receive any responses to our offer of $200 for trash truck artwork. The job has
been given to the City of Costa Mesa's graphic artists for completion.
Ms. Thompson reported on America Recycles Day, noting that staff has issued a press release to
local media with a request for a photo of school children collecting phone books. The District is
promoting the event within the School Telephone Book Recycling Program. Information
regarding America Recycles Day was printed on the back of the flyers for the telephone book
program. The flyer also includes an entry form to win "The American Green Dream House ". The
Costa Mesa cable station is promoting the event for the District.
The meeting adjourned at 10:05 a.m.
No action was taken by the Board of Directors of the Costa Mesa Sanitary District.
