Minutes - Board - 1996-05-01i • COSTA MESA SANITARY DISTRICT Minutes of Special Meeting Held May 1, 1996 The Board of Directors of the Costa Mesa Sanitary District attended a Special Meeting held on May 1, 1996 in the Fifth Floor Conference Room 5 -A of the Costa Mesa Civic Center, 77 Fair Drive, Costa Mesa, California. Director Ferryman called the meeting to order at 12:00 noon. Roll Call: Directors Present: James Ferryman, Nate Reade, Arlene Schafer, Dan Worthington Directors Absent: Art Perry Staff Present: Robin Flamers, Manager/ Engineer; Florine Reichle, Assistant Manager /Clerk of the District; Dawn Guastella, Permit Specialist; Joan Revak, Administrative Secretary; Susan Temple, Treasurer; Reba Coulter, Finance Others Present: Trudy Ohlig, 3080 Johnson Avenue, Costa Mesa The Board met to discuss AB 2109, Regionalizing Sewer and Water Agencies of Orange County. Director Worthington was sent to Sacramento on April 24, 1996 to speak at the public hearing with regard to the bill. Director Worthington elaborated on his written report and pointed out that this bill is an Orange County issue and does not affect any other county in the State of California, although if passed in Orange County, other counties may find themselves faced with the same legislation. Director Reade complimented Director Worthington on his report and thought the matter should be brought up at Independent Special Districts of Orange County (ISDOC). Director Reade suggested the Board form a committee of two Directors and Staff to act on behalf of the Costa Mesa Sanitary District. Mr. Hamers reported that Sterling Fox, President of ISDOC, informed him that ISDOC has written a paper recommending other districts adopt a position paper. Director Worthington reiterated that the District is probably not going to change Assemblyman Pringle's mind and that the District needs to educate the public and contact local assemblypersons and state senators. ;9� printed on recycled paper • ;- COSTA MESA SANITARY DISTRICT Minutes - Board of Directors Special Meeting held May 1, 1996 Page 2 Director Reade asked if Mr. Hamers had heard from Assemblyman Pringle's office with regard to the meeting requested with Mr. Pringle. Mr. Hamers heard from Assemblyman Pringle's staff that he was too busy to attend a meeting, however, he would make his staff available. Mr. Hamers is waiting for a follow -up call. Director Schafer inquired as to how much a special mailing or newsletter would cost, and noted that people read the previous newsletter and it might be beneficial to use this avenue to contact the residents of the District. Ms. Reichle replied that the cost would be about $7,000. Mr. Hamers suggested the Directors be interviewed on local television stations and press releases sent to the local papers. Mr. Hamers said he would call Ralph Heim, California Special Districts, to obtain information on the timing of the bill, and make calls to other districts about pooling resources and money. Director Ferryman recommended the Board establish a course of action to be brought to the next ® Board meeting. Mr. Hamers indicated more facts were needed and that he would get in touch with Ralph Heim. Staff will contact Channel 3 News to arrange an interview with Directors Ferryman and Worthington.
