Minutes of Special Meeting Held
February 29, 1996
The Board of Directors of the Costa Mesa Sanitary District attended a duly- noticed special meeting
of Independent Special Districts of Orange County ( ISDOC) on February 29, 1996, 7:00 p.m., at the
Municipal Water District of Orange County, 10500 Ellis Avenue, Fountain Valley.

The minutes of the ISDOC meeting are as follows:
Following the welcome by President Sterling Fox, the Pledge of Allegiance was led by Ron
Kennedy. The 1996 Officers were introduced, and a Recognition for Outstanding Service
presentation was made to Past President Bob Hanson.
A report on LAFCO was given by John Withers.
Bob Huntley gave a California Special District Association report. CSDA will expand its
Legislative Committee by inviting Chapter legislative representatives to a State legislation review
meeting in April. A Governmental Affairs Day is scheduled for Monday, May 6, 1996 in
Sacramento at the CAHHS Conference Center, and the CSDA Annual Conference will be held
September 22 -25, 1996.
Bill Sheldon, Rossmoor Community Services District, presented a profile of the Special District.
Ralph Heim, Legislative Representative for California Special Districts Association, was the Speaker
for the evening on the topic of Special Districts at the Crossroads.
No action was taken by the Board of Directors of the Costa Mesa Sanitary District.
