Minutes - Board - 1995-12-04.e 40 COSTA MESA SANITARY DISTRICT Minutes of Board of Directors Special Meeting Held December 4, 1995 The Board of Directors of the Costa Mesa Sanitary District. attended a duly noticed special meeting of Independent Special Districts of Orange County ( ISDOC) on December 4, 1995, 7:00'p.m., at the Municipal Water District of Orange County, 10500 Ellis Avenue, Fountain Valley. docaeereo Directors Present: Arthur Perry, Nate Reade, Arlene Schaferl.% ^cr Doi✓ The minutes of the ISDOC meeting are as follows: ISDOC President Bob Hanson addressed the assembly, commenting on accomplishments and events, and discussed the method of conducting the evening's elections and noted that nominations would be accepted from the floor. 2. Trudy Ohlig, Mesa Consolidated Water District, as Chairman of the Nominating Committee addressed the assembly and discussed the Nominating Committee's review of the candidates submissions. She noted that the Nominating Committee's recommendations were based on diversity of representation within Orange County and in order to provide new members to O the Executive Committee. Ms. Ohlig identified the recommendations of the Nominating Committee. L� There were no further nominations from the floor for the offices of President, First Vice President and Second Vice President. Additional nominations were received as follows: a) Third Vice President - Arlene Schafer, Costa Mesa Sanitary District b) Treasurer - Joan Finnegan, Coastal Municipal Water District C) Secretary - Robert Anslow, Bowie, Arneson, Kadi, Wiles & Giannone Following the conclusion of all nominations it was noted by the Secretary that inasmuch as the President, First Vice President and Second Vice President Offices were unopposed that they could be voted upon by a voice vote pursuant to the ISDOC Bylaws. A motion was made and seconded to confirm Mr. Sterling Fox as President, Mr. Sheldon Singer as First Vice President and Ms. Mary Mathis as Second Vice President. There was no further discussion and the motion was passed by a voice vote. ;9� printed on recycled paper �1 r G, COSTA MESA SANITARY DISTRICT Minutes of Board of Directors Special Meeting Held December 4, 1995 Page 2 Each of the six (6) candidates for the remaining three contested offices briefly addressed the ISDOC Member Agencies as to their positions, qualifications and views with regard to special districts. Ballots were presented and the following results were noted: Terry Cable was elected as Third Vice President, Joan Finnegan as Treasurer and Ron Kennedy as Secretary. Following conclusion of the Candidates Statements it was noted that two special districts had arrived late being Santiago County Water District and Sunset Beach Sanitary District. This brought the number of member agencies present at the meeting to eighteen (18) and the number absent to sixteen (16). 3. Mr. Bob Huntley addressed the assembly urging all of the ISDOC Member Agencies to join and maintain their membership in the California Special District Association (CSDA). 4. Mr. Jim Evans was presented with the Past President Plaque as the outgoing past President of ISDOC and Mr. Evans briefly addressed the ISDOC membership with regard to his • concerns relative to special districts. President Hanson reminded all present that there would be a joint meeting of the outgoing and incoming Executive . Committee Meeting at ISDOC the following morning, December 5, 1995. 6. Installation of New Officers: At the request of President Hanson, Mr. Bob Huntley addressed the new officers and provided for their installation into office. There being no further business to come before the ISDOC membership, a motion was made and seconded and approved by the voice vote to adjourn the meeting at 7:58 p.m. yu.
