Minutes - Board - 1995-08-240- REVISED COSTA MESA SANITARY DISTRICT Minutes of Board of Directors Adjourned Special Meeting held August 24, 1995 Call to Order: The Board of Directors of the Costa Mesa Sanitary District met in adjourned special session on August 24, 1995 at 6:00 p.m. at the Civic Center, 77 Fair Drive, Costa Mesa. Director Ferryman called the meeting to order at 6:00 p.m. Director Schafer led the Pledge of Allegiance. Director Reade gave the Invocation. Roll Call: Directors Present: James Ferryman, Arthur Perry, Nate Reade, Arlene Schafer, Dan Worthington. Staff Present: Robin Hamers, Manager /Engineer; Alan Burns, General ® Counsel; Florine Reichle, Assistant Manager /Clerk of the District; Dawn Guastella, Permit Specialist; Susan Temple, Treasurer; Reba Coulter, Finance. Others Present: None. PUBLIC HEARING - CONSIDERATION OF ANNUAL TRASH COLLECTION CHARGES TO BE COLLECTED WITH THE GENERAL TAXES Presentation of Report Ms. Temple presented a report illustrating a comparison of the proposed 1995 -96 trash assessment rate to the rate established for the 1994 -95 fiscal year. Ms. Temple submitted two options to the Board for their consideration. Option 1 reflected an assessment of $162.71 per year, a $15.15, or a 10.3% per year increase, and Option 2 reflected an assessment of $163.25 per year, a $15.69, or a 10.6% per year increase. Ms. Temple stated the proposed increase in the 1995 -96 trash assessment is due to an increase in the trash hauler contract, an increase in landfill fees from $22.75 to $35 per ton, and a 90 unit drop in occupancy as compared with the previous fiscal year. Ms. Reichle reported that two notices were published in the Daily Pilot, one appearing on August 2, 1995, and one appearing on August 7, 1995, noticing the public hearing of August 24, 1995. Ms. Reichle further reported that there were no written or oral protests received. Close Public Hearing No public comments were made. Director Reade motioned to close the public hearing. Director Perry seconded. Motion to close the public hearing carried unanimously. Determination Regarding Protests 0 President Ferryman determined there were no protests filed nor presented. Trash Collection Charges Established: Motion was made by Director Reade, seconded by Director Schafer and carried 5 -0 to adopt the trash collection charge of $162.71 (Option No. 1) for 1995 -96 Fiscal Year as presented in the report by Ms. Temple. Adopt Resolution No. 95 -576 Confirming and Adopting the Report and Directing Clerk to File with County Auditor Director Reade motioned to adopt Resolution No. 95 -576, A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT OF ORANGE COUNTY, CALIFORNIA, OVERRULING PROTESTS TO THE PROPOSED ASSESSMENT FOR TRASH COLLECTION ADOPTING THE REPORT ON FILE WITH THE CLERK OF THE DISTRICT AND DIRECTING THE CLERK TO FILE THE REPORT WITH THE AUDITOR. Director Perry seconded. Motion to adopt Resolution No. 95 -576 carried 5 -0. Director Schafer seconded. Motion to adopt Resolution No. 95 -577 carried 5 -0. TREASURER'S REPORTS Financial Report of Fund Balances Ms. Temple presented the July 31, 1995, balance sheet corrections. Ms. Temple explained that during an upgrade to the most recent version of DacEasy, the accounting software used for record keeping and for preparing the District's financial statements, the report generator did not convert during the conversion process. Ms. Temple assured the Board that the problem was rectified and that the integrity of the financial data is intact. Director Perry motioned to accept the report as presented. Director Schafer seconded. Motion carried 5 -0. Report of Monies on Deposit Ms. Temple presented the Treasurer's report showing the District's portfolio for July, 1995. Director Perry motioned to receive and file the Treasurer's report of July, 1995, as presented. Director Schafer seconded. Ms. Temple presented a copy of The County of Orange Consensus Recovery Plan, a plan presented by the County to the Senate Special Committee on Local Government Investments in Sacramento on Tuesday, August 22, 1995. Ms. Temple outlined the plan for the Board and reviewed five outstanding issues remaining with The County of Orange Consensus Plan as compared with the League of California Cities Plan. Ms. Temple additionally introduced a draft copy of an agreement between the County of Orange and the Orange County Investment Pool (OCIP) Committee participants which would provide the agreement to implement the County's Consensus Plan. Ms. Temple advised the Board that the County requested that this agreement, once finalized and presented to OCIP Committee, be returned within one week. Ms. Temple will keep staff and Board informed if a special meeting is needed. ORAL COMMUNICATIONS Motion was made by Director Schafer, seconded by Director Reade to place on the agenda consideration of changing the meeting time of the next regular meeting on September 14, 1995 since the need to discuss the change arose after the agenda was prepared. Motion carried 5 -0. . Motion was made by Director Schafer, seconded by Director Perry to reschedule the September 14, 1995 meeting from 6:00 p.m. to 4:00 p.m. Motion carried 5 -0.
