held at 190 East 18th Street, Costa Mesa,
California, August 29th, 1947,Costa Mesa Sanitary
District.
Present: Directors TeWinkle, Nelson and Dodd. Attorney Anderson,
Secretary Owen, Engineers Bulot & Dondro and Kenyon.
Meeting convened at 3:30 P.M. President TeWinkle presi-
ding.
General Plan of Board of Engineers as submitted to
County Board of Supervisors and organizations of Sub
Districts discussed briefly and statement made that
Santa Ana City contemplates early election on question
of entering District No.l . Also that Irvine Corporation
favors general Plan embodying united disposal facilities.
Costa Mesa including existing Sanitary District comes
within the boundaries of District No.S.
A comprehensive and complete report together with ex-
hibits and maps showing alternative Plans for development
of sewer system within present Sanitary District was then
presented and analyzed by Messrs. Bulot and Dondro and
discussed with Directors and Officers.(Mr.Nelson was
compelled to leave and was exculsed).
It was pointed out that postponment of work on final
design for sewer system had been agreed upon and approved
by FederalWorks Agency pending completion of County Board
of Engineers report Such report having now been filed
and its contents made available to this District, the work
of actual survey and preparation of detailed design for
construction of sewer system, contracts and financing, must
now go forward to completion and submission to Federal Works
Agency in order to receive the remainder of'$18,000.00 ori-
ginally granted the strict through Federal Works Agency
per contract dated -/ ,,�4(oviz: $9000.00 with which
to pay for such engin Bring services yet required.
Meeting recessed at 5:30 P.M. to HarrisonTs Cafe where
Mr.Bulot was host at an excellent dinner and pleasant social
hour.
Meeting reconvened at 7:30 p.m. and further discussion
engaged.
At 81.15 Co. S.H.Franklin representing the Costa Mesa
Globe Herald was welcomed into meeting whereupon Engineers
Bulot and Dondro again reviewed subject matter of report]

progress to date and contemplated further work and plans.
Provision of State aid in cases of municipal incorporation
including existing Sanitary District was explained.$110,000.00 now
available for distribution in such cases and incorporation of City
of Costa Mesa as now proposed would entitle the municipality to
participate in such distribution on a per capita basis.
It was stipulated that no general publicity would be auth6rized
at this time relating to alternative plans for construction of
partial or complete facilities for sewer service.
It is also understood that bill for $3000.00 convering serviFes
of Bulot & Dondro to date will be considered at next regular meeting
of Board of Directors September 4th.
It is further understood that Bulot & Dondro will now proceed
under the terms of contract with preparatioO of design for construction
of entire system as now plannedand estimated in report submitted at this
meeting and present such design and contingent matter as called for by
contract to Federal Works Agency as a condition precedent to payment by
said Federal Works Agency of balance of on inal allowance of Federal
funds for Planning purposes, or the sum of 99000.00.
