REGULAR ADJOURNED MEETING HELD JANUARY 23, 1992
CALL TO ORDER The Board of Directors of the Costa Mesa
Sanitary District met in regular adjourned
session on January 23, 1992, at 5 p.m. at the
Civic Center, 77 Fair Drive, Costa Mesa. The
meeting was called to' order by President
Wahner , for the purpose of continuing
discussion of District staffing needs and the
recycling requirements of AB939.
Directors present: James Wahner, James
Ferryman, Nate Reade and Dick Sherrick.
Staff present: William Morris, Manager;
Florine Reichle, Assistant Manager; and
Roy June, Attorney.
Guests: Raul Rangel and Ray Rangel, Costa
Mesa Disposal, Incorporated; and Barry
Newton, Creative Management Solutions.
President Wahner welcomed guests and announced the purpose of the
meeting. He asked Mr. Raul Rangel to present his impression of
the future of the commercial /industrial waste hauling business
within the Costa Mesa Sanitary District especially as it relates
to answering the requirements of AB939. Mr. Rangel gave a brief
history of the business and told how the Federal Regulations
governing solid waste have changed the industry. He suggested
that the time to enter the recycling arena is in its beginning so
that the District could write the rules and not have to be
responsible for correcting errors further down the line. He
further suggested that meeting with Mr. Ron Cates, General
Manager,, Garden Grove Sanitary District, might be of assistance
as they recently franchised their trash collection. A question
and answer period followed.
President Wahner declared a break at 6:45 p.m.
After the meeting was reconvened, Mr. Morris reported that a
Field Study Session had been held on January 22 at the County
Household Hazardous Waste Facility in Huntington Beach. In
attendance were Directors Wahner, Ferryman, Reade and Sherrick.
Staff members present were William Morris, Florine Reichle and
Donna Theriault. Mr. Morris said he would seek Board direction on
whether or not to apply for the Household Hazardous Waste Dis-
cretionary Grant as the deadline for application is February 28.
The Board directed staff to place this item on the agenda for
February 13.
At 7 p.m., a closed session was requested to discuss personnel
matters. Mr. Morris and Ms Reichle' were excused.

The meeting was reconvened and it was reported that no action was •
taken during closed session. Mr. Newton discussed the various
job positions and distributed a written report. He further
reported that he had prepared job descriptions for all positions
including Engineer and Attorney.
The Board asked staff to schedule a Study Session for February 27
at 5 p.m. and asked that Mr. Ron Cates, General Manager of the
Garden Grove Sanitary District, be invited and asked to address
franchising of solid waste collection.
The meeting was adjourned at 8:30 p.m.
