Florne` Reichle, 1°.ssistant Socretary MINUTES: On motion by Director Green,..secpnded by Director January 9, 1986 Crank, and carried 5 -0, the minutes of the regular meeting of January 9, 1986, were approved.as distributed and posted. WRITTEN Mr. Mattern circulated a letter of thanks from COMMUNICATIONS ORCO Disposal, thanking the Board for their Christmas gift; a copy.of the minutes of the Board Meeting of Underground Services Alert; a letter to Orange County Sanitation Districts . from Rob Hamers regarding the 1985 -86 Special Maintenance Program, Contract No. 3; information from the California League of Cities on two California Energy Commission programs; a letter from WASTECH Co,., ,Pesr,.a.de.rni California, advertis- ing their plan for waste disposal. OCCUPANCY REPORT Mr. Mattern read the Occupancy Rpport..for February 1986 showing there had.been neither'an increase nor decrease in the._garbage anal trash collection . count, leaving the folc"ai number of occupancies_ at 20,465 units. MOTION: On motion by Director Crank, seconded by Director Gallacher, and carried 5 -0, the Occupany Report for February 1986 was received and filed. FINANCIAL REPORT On motion by Director Hanson, seconded by D re t-or Green, and carried 5 -0, the Financial Report for January 1986 was approved as submitted. by-Mr. Oman. r . AYES: Directors - NOES: Directors - ABSENT: Directors - Wahner, Crank, Hanson, Green, Gallacher None None CLAIM - Donald and Mr. Mattern presented a claim for sewer damage Pam Burden that occurred on January 19, 1986. There was a plug in the main sewer line that caused a major sewer backup in the home of Donald and Pam Burden, 2726 Cardinal Drive, Costa Mesa, submerging the bathroom, hallways and closet with approximately three inches of sewer water. The water overflowed into the entry way, living room, family room, bedroom and kitchen. District and City staff were called out on the night of January 19 and were able to find and eliminate the blockage in the sewer line. Staff also observed and confirmed the extent of damage. The Burdens have submitted a claim for $6,233.86, their cost as incurred in the cleaning, repairing, and replacing the damaged_ properties. They have also signed a general release which accepts the amount of the claim as -2- 1 PROJECT STATUS REPORT Mr. Hamers reported there were no changes in the following ongoing projects: Update District Records at City, Harbor Boulevard Relief Sewer, r and New Sewer Radio Alarm System. The Santa Ana - Delhi Channel Sewer is undergoing final inspection of sewer improvements by the District Inspector; there is a possibility the Airway Avenue Sewer may not have to be constructed if Commodore Business Machines closes its plant on Airway Avenue as the sewer capacity problem would be eliminated; preliminary plans have been sent to all agencies for checking on the Access Road along Newport Beach Golf Course; design phase has not yet begun on the Harbor Pumping Station Conversion; control panels have been ordered and the electrician hired on the Project to Replace Pumping Station Control Panels; a letter was sent to Orange County Sanitation Districts requesting inclusion of additional manholes in the Project to Rechannel Existing Manholes; the Santa Ana Avenue Sewer Phase I project is advertised and bids will be opened on March 4. SANTA ANA AVENUE Mr. Hamers presented a request from Floyd - Kordick PUMPING STATION - Company for a time extension on the contract Time Extension from the regular completion date of February 10 to February 28, 1986, which would allow them 15 more working days. Based on the data submitted, staff felt the costs were more than reasonable and recommended that the claim be paid. MOTION: Director Crank made a motion, seconded by Director Hanson, to pay the claim of $6,233.86 to Donald and Pam Burden. MOTION: Director Hanson made a motion, seconded by Director Green that Resolution No. 86 -399 being A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT OF ORANGE COUNTY, CALIFORNIA, REQUESTING THE LOCAL AGENCY FORMATION COMMISSION OF ORANGE COUNTY, TO ORDER REPRESENTA- TION OF INDEPENDENT SPECIAL DISTRICTS UPON THE COMMISSION, be adopted. Motion carried by the following roll call vote: AYES: Directors - NOES: Directors - ABSENT: Directors - Wahner, Crank, Hanson, Green, Gallacher None None COMMENDATION - Mr. Mattern announced that Marilyn Whisenand, Marilyn Whisenand Director of Redevelopment, has accepted a position as Executive Director of Redevelopment for the City of Escondido and will be leaving the City of Costa Mesa at the end of the month. RESOLUTION Director Hanson made a motion, seconded by NO. 86 -440 Director Crank that Resolution No. 86 -440, being A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT OF ORANGE COUNTY, CALIFORNIA, COMMENDING MARILYN WHISENAND, REDEVEL- OPMENT DIRECTOR, CITY OF COSTA MESA, be adopted.
