Call to Order The meeting was called to order by President
Wahner at 7:30 p.m.

MINUTES On motion by Director Green, seconded by
September 16, 1982 Director Crank, and unanimously carried, the
minutes of the regular meeting of September 16,
1982, were approved as distributed and posted.
Guests Dr. Harry Wendler, 2650 Elden Avenue, Costa Mesa.
REFUNDS Mr. Mattern presented a request for refund of
Marvin Caswell trash assessment'fees from Marvin Caswell,
3099 Mace Street, Costa Mesa, California 92626.
Staff investigation showed A.P. #139 - 564 -06 was
charged in error.
MOTION On motion by Director Crank, seconded by
Director Hutchison, the refund was approved in
the amount of $155, by the following roll call
vote:

Delbert Warwick Mr. Mattern presented a request from Dr. Delbert

Staff investigation found this parcel was charged
in error.

Dr. Wendler Mr. Mattern presented a request from Dr. Henry E.
Wendler, DVM, 10712 Katella Avenue, Anaheim,
California 92804, for refund of trash assessment
fees on A.P. #439 - 221 -11. Staff investigation
showed Dr. Wendler has filed an exemption every
year since purchasing the properties and felt
that the possibility of 'it being lost in the
mail was possible.
MOTION On motion by Director Hutchison, seconded by
Director Crank, the refund was approved in the
amount of $279 on each parcel, or total of $558,
was approved by the following roll call vote:

Joe Cruz
Mr. Mattern presented a request from Joe Cruz,
1089 San Pablo Circle, Costa Mesa, California
92626, for refund of trash assessment fees on
A.P. #141 - 662 -24, located at 2868 LaSalle. Staff
investigation showed an exemption form was
received and the charge was in error.

On motion by Director Hutchison, seconded by
Director Hanson, the refund of $155 was approved
by the following roll call vote:

Assessment
Mr. Mattern referred to a letter received from
Cancellation
Mr. Homer, Treasurer of Christ Lutheran Church
Christ Lutheran
and School, 760 Victoria, Costa Mesa, California
Church Parsonage
92627, asking to have trash assessment fees
cancelled on A.P. #115 - 593 -24. The single - family
dwelling was constructed in 1955 and is used as
a church parsonage. Since bin service is main-
tained for the church and school, it is being
used by the parsonage as well. In approximately
1958, the church treasurer asked for and was
granted exemption. Until this year they have not
been charged but because of the staff field check,
they were picked up this year.
MOTION
On motion by Director Crank, seconded by Director
Green, the cancellation of assessment fees on

REPORTS Mr. Mattern read the Occupancy report for September
1982 indicating there had been no change in occu-

21,181.00 units remains the same.
Financial On motion by Director Crank, seconded by Director
Green, and unanimously carried, the Financial
Report for September 1982 was approved as sub-
mitted by Mr. Oman.
PROJECT STATUS Mr. Hamers reported on the following projects:
Master Plan Update Work is being completed and includes responses to
the City on zoning effects, analyzing flow meter
tapes, developing new sewage flow coefficients,
and investigation of southeast portion of District.

Design phase of project is underway.

This project will not be started until both the
Tustin Avenue Pump Station and the 23rd Street
Pump Station and Force Main have been completed.
Proposal to Update Mr. Hamers presented a proposal to update District
Records in City records in the City Sanitation Office by overseeing
Sanitation Office the reorganization of the original sewer plans into
the new filing system, at the current per diem rate
of $40 per hour, the total not to exceed $6,400.
MOTION On motion by Director Hanson, seconded by Director
Crank, the proposal was approved as presented by
the following roll call vote:

Tustin Avenue The Authorization to Negotiate for Right -of -Way
Pump Station for the Tustin Avenue Pump Station was pulled
from the agenda by Manager Mattern.
NEW BUSINESS Mr. Mattern presented an agreement with the County •
Agreement of Orange for Deferred Payment of Disposal Fees,
County of Orange effective October 11, 1982.

MOTION Director Hanson made a motion, seconded by
• Agreement Director Hutchison, to ratify the actions of the
County of Orange Manager in executing the agreement on behalf of
the District. Motion carried by the following

New Date Set for Mr. Mattern asked if a new date could be set for
November Meeting the November meeting as the regularly scheduled
meeting falls on Veterans Day.
MOTION On motion by Director Green, seconded by Director
Crank, and unanimously carried, the date of the
regular meeting of the Board of Directors of the
Costa Mesa Sanitary District shall be November 16,
1982. Ms. Reichle was asked to make the required
notifications.
Sewer Assessment Mr. Mattern presented a summary draft of his
Rate Formula calculations for the proposed sewer assessment
district. He indicated that rates for single -
and multiple - family units will be reasonably easy
® to obtain but that extensive calculations will be
required in order to determine rates for indivi-
dual commercial and industrial properties.
MOTION On motion by Director Hanson, seconded by Director
Crank, staff was directed to continue their
research in obtaining data on industrial /commercial
areas and to discuss in general the sharing of
information with the Orange County Sanitation
Districts and the County Tax Collector /Assessor's
Office. Motion carried by the following roll
call vote:

Warrant Report Director Hanson made a motion, seconded by
No. 82 -03 Director Crank, to authorize the President and
Secretary to sign Warrant Report No. 82 -03
instructing the County Auditor to draw a warrant
from the Costa Mesa Sanitary District General
Fund in the amount of $146,495.30. Motion carried
by the following roll call vote:
