• MINUTES OF THE REGULAR ADJOURNED MEETING
BOARD OF DIRECTORS
COSTA MESA SANITARY DISTRICT
June 30, 1981
The Board of Directors of the Costa Mesa Sanitary
District met in Adjourned Regular Session, having
adjourned at their regular meeting on June 11,
1981.
CALL TO ORDER The meeting was called to order by President
Wahner at 7:30 p.m.
ROLL CALL Present: Directors - Wahner, Crank,
Hutchison, Hanson, Green
Absent: Directors - None
Officials Present: Manager Mattern
Engineer Stevens
•Services of Manager Mattern presented a letter from Engineer
District Engineer Stevens dated June 18, 1981, in which he out-
lined the services he performs for the District
as covered by his monthly retainer fee. Also
discussed was his letter of June 25, 1981, in
which he supplied supporting data for his request
for increase in retainer fee as presented to the
Board at the last meeting.
Capital Improve- The Board discussed the Capital Improvement Pro -
ment Program gram for the 1981 -82 budget. In particular was
Project No. 1112100 -62, Bristol Street Sewer.
Although the area served by the Bristol Street.
Sewer was annexed to the District in 1958, all of
it lies within the Newport Beach sphere of influ-
ence. It is evident that the need for increased
sewer capacity is being generated by rezoning
actions of the County of Orange and the City of
Newport Beach. In the 1980 -81 budget, funds were
appropriated for construction. Now, because of
right of way acquisition costs and increased
construction and engineering costs due to the
complexity of the project, funds previously
budgeted would not be adequate and additional
funds would have to be provided for in the
1981 -82 budget if construction were to proceed.

MOTION Motion was made by Director Hutchison, seconded 40
by Director Hanson, to instruct staff to inves-
tigate alternatives to undertaking further con-
struction of the Bristol Street Sewer. Motion
was carried by the following roll call vote:

NOES: DIRECTORS: None
ABSENT: DIRECTORS: None
Engineer Stevens Engineer Stevens was excused from the meeting at

President Wahner declared the meeting adjourned
to Closed Session at 8:12 p.m., and the meeting
reconvened at 8:47 p.m.
Capital Improve- Director Crank made a motion, seconded by Director
ment Action Hanson, and unanimously carried to direct staff
Request Form to begin using a Capital Improvement Action
Request Form for all projects beginning July 1,
1981.
Orange County The Board discussed the advantages of having three •
Sanitation Board representatives on the County Sanitation Board of
Representation Directors, instead of two, for Districts 1, 6,
and 7.
MOTION Motion was made by Director Hanson, seconded by
Director Green, that Director Hutchison's seat on
County Sanitation Board No. 1 be vacated. Motion
was carried by the following roll call vote.
AYES: DIRECTORS: Wahner, Hanson, Green
NOES: DIRECTORS: Crank
ABSTAINING: DIRECTORS: Hutchison
Representative Director Green made a motion, seconded by Director
Appointed to Hanson, that Director Hanson, be appointed Repre-
District 1 sentative to Orange County Sanitation District
No. 1 Board of Directors replacing Director
Hutchison. Director Crank will remain Alternate
Representative. Motion was carried by the follow-
ing roll call vote:

Alternate Director Hanson made a motion, seconded by Direc-
Representative for Green, that Director Green, be.appointed
Appointed to Alternate Representative to Orange County Sani-
District 7 tation District No. 7 Board of Directors. Direc-
tor Wahner will remain Director Representative.
Motion was carried by the following roll call

It was the decision of the Board to defer action
on Engineer Stevens' request for increase in
retainer fees until additional information can be
provided by staff.
President Wahner declared the meeting adjourned
at 9:08 p.m.
