MINUTES OF THE REGULAR MEETING
BOARD OF DIRECTORS
COSTA MESA SANITARY DISTRICT
March 13, 1980
Roll Call Present: Directors - Glockner, Hutchison,
Crank, Wahner, Hanson
Absent: Directors - None
Officials
Present: Manager Mattern, Finance Director Oman,
Attorney June, Engineer Stevens, Assis-
tant Secretary Reichle.
Minutes Director Glockner requested minutes of February 14,
Correction 1980, be amended as follows:
Director Hutchison questioned the time frame
for construction projects. Director Glockner
asked if there was a possibility that prelimi-
nary design of proposed projects could be
started in anticipation of the approval of the
budget for the coming year. Manager Mattern
said he would look into the possibility. Upon
motion by Director Wahner, seconded by Director
Crank, and unanimously carried, the Construction
Status Report from Engineer Stevens was received
and filed.
Minutes of Upon motion by Director Hutchison, seconded by
February 14, Director Crank, and unanimously carried, the
1980 minutes of February 14, 1980, were approved as
amended.
Written Manager Mattern reported two written communications:
Communications (1) Letter from Thomas F. Riley, Supervisor, Fifth
District, (2) Letter from David A. Sills, Mayor,
City of Irvine.
On motion by Director Wahner, seconded by Director
Crank, and unanimously carried, the written communi-
cations were received and filed.
Occupancy Manager Mattern read a communication requesting an
Report addition of 9.5 units to the Occupancy Count. It
was moved by Director Hanson, seconded by Director
Hutchison, and unanimously carried, that 9.5 units
be added to the Occupancy Count making a total of
21,522.34 as of March 1, 1980.

2. Make arrangements for and coordination of surveys,
legal descriptions and soils investigations.
3. Prepare engineering data for regulatory permit
application that may be required by the city
and /or state.
4. Prepare preliminary engineering studies and design
for review and approval.
5. Prepare plans and specifications.
6. Prepare estimates of quantities and costs.
7. Deliver copies of the plans and specifications
for the District's use in distribution to
prospective bidders.
8. Assist the District or its agent in securing
bids, tabulation and analysis of bid results,
and in letting of the contract. 10
9. Check shop and work drawings as may be submitted
by the contractor.

Financial
Upon motion by Director Crank, seconded by Director
Report
Hanson, and unanimously carried, the Financial Report
for the month of February was approved as submitted.
Gann
Finance Director Oman reported on the possible affect
Initiative
of the passing of the Jarvis II Amendment. The funds
which the District receives are not subject to
appropriation. However, once given to the City for
operating the District's business, it is possible
that funds could be subject to appropriation. He
asked Attorney June for an opinion on this.
Construction
Upon motion by Director Wahner, seconded by Director

Status Report from Engineer Stevens was received
and filed.

Engineer Stevens stated that he would perform the
work listed in Items 1 through 14 for the sum of
$4,950.00. Any additional work ordered by the

After discussion, Director Wahner made a motion

After discussion, Director Wahner made a motion
that Engineer Stevens' proposal be approved.

James Riley Mr. Riley is developing two parcels on Elden Street
Elden Mesa and wishes to treat them as one when finished,
Townhomes with one sewer lateral serving both parcels.
At the meeting in Feburary, he asked the Board
to consider waiving the regulation which requires
a separate sewer lateral for each parcel. The
Board requested Attorney June draw up a Variance
Procedure for projects of this type.
After reviewing the Ordinance Attorney June
presented, the Board concurred that future prob-
lems could be encountered by the passing of this
Ordinance and handling requests of this type under
the present regulation might be in the best
interest of the District.
Director Hanson made a motion, seconded by Director
Wahner to reject the Ordinance as written. This
motion was carried by the following roll call vote:

Director Hutchison made a motion, seconded by
Director Hanson to deny Mr. Riley's request for
one sewer lateral in keeping with existing Policy
and Procedure Statements. Motion was carried by
the following roll call vote:

1980 -81
Manager Mattern presented the City /District
City Contract
Contract Proposal for 1980 -81. Finance Director
Proposal
Oman indicated it was acceptable to the City for
the District to accept the contract proposal on
a preaudit basis. This would provide for an
adjustment to the contract based on final operating
costs if the actual costs are higher, then the •
District will reimburse the City. If the actual
costs are less than the contract proposal, the City
will reimburse the District. This document was
presented to the Board for study and will be dis-
cussed in detail at an adjourned meeting on
Tuesday, March 18, 1980, at 7:30 p.m. in the First
Floor Conference Room at 77 Fair Drive, Costa Mesa,
California.
Agreement for
The Board of Directors of County Sanitation District
Collection of
No. 6 has determined that implementation of a
Fees -
sewer connection charge is necessary to provide the
District 6
long range funding necessary to enable construction
of needed District sewerage facilities. Manager
Mattern presented an Agreement which provides for
the collection of connection charges and for
retention of 5% of the fees collected to defray
any administrative costs. He said he had requested
a change in the wording of a paragraph in the
Agreement. It is in the process of being corrected
and will be presented for signatures at the April
meeting. He asked for approval in concept as the
new Fees Schedule is to go into effect on March 14.
It was moved by Director Wahner, and seconded by
Dirctor Crank, to approve the Agreement with
District No. 6 for collection of Fees, as amended.

Prevailing
Manager Mattern reported it is no longer necessary
Wage Schedule
to publish annually the prevailing wage schedule,
but it must be kept on file in the Sanitary District
Office.
Warrant
Director Wahner made a motion, seconded by Director
No. 79 -14
Hanson, to authorize the President and Secretary to
sign Report No. 79 -14, instructing the County
Auditor to draw a warrant from the Costa Mesa
Sanitary District General Fund in the amount of
$95,877.54. Motion was carried by the following
roll call vote:

ABSENT: Directors - None
Warrant Director Wahner made a motion, seconded by Director
No. 79 -15 Hanson, to authorize the President and Secretary
to sign Report No. 79 -15, instructing the County
Auditor to draw a warrant from the Facilities
Revolving Fund in the amount of $30. Motion was
carried by the following roll call vote:

Alternate Director Hanson asked Assistant Secretary Reichle
Representative to write a letter to County Sanitation Board
County Districts stating that the Board was verbally polled and
1 and 6 he was appointed as alternate representative for
Districts 1 and 6 for the meeting of March 12, 1980.
Business Cards Director Hanson asked the status of the business
cards he had requested. Assistant Secretary
Reichle reported the cards have been designed and
should be printed by the next regular Board Meeting
in April.

Recycling
Director Hanson reported that the Recycling
Committee
Committee is in the process of printing a book

showing the proposed program for the Recycling
Committee.
Adjournment
Upon motion by Director Hanson, seconded by
Director Crank, and unanimously carried, the
meeting adjourned at 9:55 p.m. to Tuesday,
March 18, 1980, at 7:30 p.m. in the City Hall,
First Floor Conference Room, 77 Fair Drive,
Costa Mesa, California.
