Subject: O C Waste & Recycling Coordinator’s Meeting (Update)
Summary
On Thursday, July 18 , 2013, staff attended the OC Waste & Recycling Coordinator’s
meeting. The meeting was held at the Inside the Outdoors Facility at Modjeska
Canyon. This report is a brief syn opsis of the meeting .

Staff recom mends the Board of Directors receive and file th is report.
Analysis
The meeting consisted of the following three (3) presentations:
• Pam Johnson from “Inside the Outdoors ” presented on the hands -on
environmental education program administered by the Orange County
Department of Education.
• Mallory Burden from CalRecycle , reported on the State Update.
• Isabel Rios from OC Waste & Recycling, reported on the County Update.
1. Pam Johnson , Administrator of “Inside the Outdoors” presented on the hands -
on environmental education program administered by the Orange County
Department of Education. The program’s mission is to empower students,
teachers, parents, and the community to explore natural areas and expan d their
knowledge, understanding, and stewardship of the environment. Th e program
provides school based environmental education and waste reduction programs
that connects students and teachers to successful waste prevention and
recycling practices. The pro gram components include classroom programs,
zero waste lunch programs, student presentations, regional community science

programs, and student home audits that impact students, teachers, parents,
and community members.
2. Mallory Burden announced that the el ectronic annual report will be due on
Aug ust 1, 2013. The revised Form 303 Household Hazardous Waste Collection
Report will be available on August 1, 2013 and due on October 1, 2013 .
The regulations require each jurisdiction in California to annually report the
amount of household hazardous waste (HHW) collected through locally
administered programs. These revisions will streamline the reporting process
and provide clarity on the reporting of materials collected through a product
stewardsh ip program. There will be Stakeholder’s meeting for the Hazardous
Household Waste grant on August 2 8 , 2013. Staff will complete and submit this
report.
3. Isabel Rios discussed that t he county will be developing information for grants
to be released in FY 2014 -2015, however , they have not decided on what the
program will entail. Ms. Rios did mention that the grants can only be utilized for
recycling and education. In addition, she proposed changing the meetings from
a bi -monthly basis to a quarterly basis. On October 1, 2013, OC Waste and
Recycling will be implementing a new Disposal Recording System; the website
will go live and enable trash haulers to submit their data online.
Public Comments:
Isaac Novella from OC Waste and Recycling announced that th ey will be
partnering with Goodwill to launch the “Eco Challenge Triple Play” event. The
event will be held on August 10 th , August 17 th and Septembe r 5 th , 2013 at the
Angels Stadium Parking Lot from 8 am -12 pm. The first 300 cars to drop off
three bags of gently used clothing, working and non -working electronics, or
documents to shred to Angel Stadium will receive two free tickets to an Angels
Baseball game this year . In addition to the Angel’s tickets, all cars will receive a
free child admission coupon to Discovery Science Center to check out the Eco
Challenge exhibit and a tax deductible receipt from Goodwill. Mr. Novella stated
that in the previous year, Goodwill diverted forty three million pounds from
Orange County landfills. This event is a great oppo rtunity for families to clean
up the house and help keep Orange County clean and green.
Strategic Plan Element & Goal
This item complies with the objective and strategy of Strategic Element 2.0, Solid
Waste, which states:
“Objective: Our objective is to manage the collection and recycling of residential trash
in the most economical and environmentally friendly way.”
“Strategy : We will do this by looking for ways to improve efficiencies, achieve high
customer satisfaction, and considering prudent n ew recycling methods.”

S taff will continue to monitor the grants that will be available in FY 2014 -2015. CMSD
may be able to fund some of our current programs with these grant funds.
