Subject: Rewarding Ideas Program
Summary
Last year, the Board of Directors approved Administrative Regulations No. 20.40 to
help encourage employees to generate ideas for organizational improvements and
providing a system for answering and recognizing adopted ideas. Employees are
eligible to receive a monetary reward of up to $1,000 for ideas that generate significant
savings to the organization.
Staff Recommendation
That the Board of Directors approves rewarding District employees Steve Cano $150
and Joel Ortiz, and Alex Arreola $100 each, a total of $350.00, for their idea to
creating a coloring tri -fold for children ages 5 to 10 years of age.
Analysis
When the sewer crew is out cleaning the mainline, sometimes young children stop to
watch them work. The crew thought it would be a good idea to give children a handout
when they show an interest in the work that is being completed. This will not only
help promote the District, but will also educate children in the importance of properly
maintaining a collection system.
The Maintenance Division came up with the idea of handing out crayons along with a
trifold for coloring. The trifold, which is creatively called "Sewer Slayer ", is a fun and
inexpensive way children can learn why sewer pipes need to be cleaned so that "Mr.
Overflow" does not destroy the environment. Children will learn from the trifold the
Sewer Slayer's arch enemies such as the "Grease Goblin" and the "Root Myzer ".
The artwork in the coloring trifold was created by Steve Cano and Joel Ortiz and Alex
Arreola assisted with the storyline.

Strategic Plan Element & Goal
This item complies with the objective and strategy of Strategic Element 5.0,
Administrative Management, which states the following:
5.0 Administrative Management
Objective: To create, maintain and implement policies and procedures to ensure
sound management of the District.
Strategy: We will conduct periodic reviews, refine and implement policies and
procedures, and assure the General Manager has the direction and tools necessary
for successful District operations.

The reward is for a total of $350.00. There is sufficient funding available in the
Rewarding Ideas Program budget to approve this award. There is $10,000 budgeted
in the FY 2013 -14 Budget under Incentive Pay.
The cost to purchase 500 4 color crayon boxes with the District logo will cost $200 to
$250.

Copies of this report are on file and will be included with the entire agenda packet for
the July 31, 2013 Board of Directors regular meeting at District Headquarters and on
District's website.

1. Approve a lessor or higher reward amount to District employees Steve Cano,

2. Do not approve the reward.

The Rewarding Ideas Program is designed to encourage employees to generate ideas for
organizational improvements and provide a system for answering and recognizing adopted
ideas. The Rewarding Ideas Program does not deal with workforce matters, i.e. performance
evaluation or disciplinary manners, nor is it a vehicle to deal with employee disagreements or
workplace concerns as those items should be submitted through the normal channels in place
to deal with such matters.
