Staff has obtained this data and has provided the findings below. S ta ff Recommendation That the Operations Committee receives and files this report. Analysis Attachment A is a spreadsheet from OCSD that list all the industrial waste charge permits issued in Costa Mesa. According to OCSD, the list of fourteen permittees is all the industrial waste permits issued within Costa Mesa. Companies must meet at least one of the following criteria to receive a wastewater discharge permit from OCSD: • The was te is not compatible to OCSD’s treatment plants; or • Discharges more than 25,000 gallons a day; or • Requires federal limits • According to OCSD, the West Newport Oil Company, which is located on 17 th Street , is discharging in the City of Newport Beach’s sewer collection system . The West Newport Oil Company represents sixty -four percent of the total wastewater discharge from Costa Mesa p ermittees. The remaining thirteen permittee s discharge approximately 40.4574 million gallons a year.
Operations Committee May 21 , 2013 Page 2 of 2 The sewer rate study i ndicates there are 789 industrial companies within CMSD service area discharging approximately 687 million gallons a year. Because OCSD’s wastewater discharge permittees is a very small sample of the District’s industrial customer and there is no actual f low data for the remaining 776 industrial customers, staff concludes that the study’s methodology for determining industrial flow is defendable.
