Below, are several incidents I observed directly; the majority of the scavenging incidents l isted below were not individuals who are trying to make a business from recycling materials . Trash Container Enforcement : In the month of March , there were four complaints that came into the District HQ to report addresses that leave their trash bins (t/b) in public sight (p/s). I made a site visit to the following addresses: 2959 Babb St – Spoke to resident and left a courtesy notice r egarding CMSD trash regulations 2086 Meyer Pl – Spoke to property owner and will comply 327 2 Minnesota Ave – Spoke to property owner and will comply 2919 Peppertree Ln – Tagged w/ a courtesy notice In addition, we received a complaint from a resident living on the Eastside of Costa Mesa, requesting we patrol his neighborhood for trash containe rs in public sight. This resident provided us with several addresses on Santa Ana Ave, Knox Pl, Orange Ave, Knox St, and Ogle St who are storing their trash bins in public sight. In the month of April, I will be patrolling and enforcing the screening of tr ash bins in the area . A summary of the courtesy notice process for the District OEO is provided in the following chart and demonstrates the effectiveness of a “1 st N otice”: March 1 -31 , 2013 1 st Notice 2 nd Notice Courtesy Letter South of Wilson St. 0 0 0 Wilson St. to Adams Ave. 0 1 0 Adams Ave. to Sunflower Ave. 3 0 0 Trash Containers in Alley Pilot Program: For a lley pilot #3 , we choose to go with a slightly bigger alley on the eastside that runs down the middle of the 400 Blk of Magnolia St and t he 400 Blk of E. 18 th St. The area consist of approximately 40 homes, and they are all serviced for trash pickup down the alley. A total of 12 homes were tagged with a courtesy notice to place their trash bins on their property and off the public alley. A ll 12 homes responded favorably and removed their trash bins from the alley. There was no need to hand out a second courtesy notice to achieve compliance.
