This report will include the approved SLAP applications for the quarter along with the total amount reimbursed. In addition, staff will present to the Committee the total applications approved and reimbursement amount for the fiscal year. The Costa Mesa Sanitary District (CMSD) Board adopted its Sewer Lateral Assistance Program (SLAP) in Fiscal Year 2 0 0 7 -08 to encourage residents to maintain their sewer lateral lines. The lateral is defined as the sewer from a building all the way to, and including, the connection to a sewer main. The SLAP program also included program parameters for reimbursing a r esidential property owner 50% of the resident’s cost up to a maximum $1,800 per residential parcel. Cost may include televising interior, installing a cleanout, cleaning the lateral, root cutting, hydro jetting, spot repair, or installing a liner. Staff Recommendation That the Operations Committee receive and file this report. Analysis Without regular maintenance, sewer lines can become blocked and cause material to back up into the house and the environment. The most common cause of damage to the sewer lines are tree roots that enter the pipes. Roots not only block the flow of materials, but as they grow, they open the cracks where they entered and allow soil

Without regular maintenance , the damage can become severe and costly excavation may be necessary . In Fiscal Year 20 10 -11, there were approximately 156 participan ts in which CMSD reimbursed over $195,800 in assistance. In FY 20 11 -12, there were 199 participants and CMSD reimbursed approximately $199,452 in assistance. Currently, in this quarterly report there are 38 participants in which CMSD reimbursed $34,476 in assistance. For the fiscal y ear (20 12 -13 ), there has been 1 50 participants and CMSD has reimbursed $1 71,411 in assistan ce to homeowners . Strategic Plan Element & Goal This item adheres to Strategic Element 1 .0, Sewer Infrastructure , and Strategic Goal No. 1.9, Sewer Lateral Assistance Program. Legal Review Not applicable at this time . Financial Review This progr am has a budget of $200,000, but to date the District has reimbursed $171,411. Staff believes the entire budget for this program will be expended bef ore June 30, 2013. The Committee can make two decisions: 1. Do not recommend to the Board the appropriation of additional funds for this program. Residents will have to wait until July 1, 2013 to be reimbursed. By receiving and filing this report, the Com mittee is taking no action to recommend the transferring of additional funds for this program. 2. The Committee recommends to the Board an additional $50,000 be transferred from the Liquid Waste reserve fund to the SLAP budget. Public Notice Process
