09- OC Waste Recycling Meeting (January 17 2013) Protecting our community's health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Costa Mesa Sanitary District ….an Independent Special District Memorandum T o: Operations Committee Via: Scott Carroll, General Manager From: Elizabeth Pham , Management Intern Date: February 19, 2013 Subject: OC Waste & Recycling Coordinator’s Meeting (Update) Summary On January 17, 2013, staff attended the OC Waste & Recycling Coordinator’s meeting. The meeting consisted of the following three (3) presentations: • Danielle Aslam from CalRecycle , reported o n the State Update. • Christine Knapp from OC Waste & Recycling, presented on the AB 939 Self -Haul Surcharged 2012 Progress. • Christine Knapp from OC Waste & Recycling, reported on the County Update. 1. Danielle Aslam announced that Cal Recycle’s new represent ative for South Orange County will be Mallory Burden. As part of the Governor’s Budget Proposal, additional funding has been requested for the diversion of organic waste to bioenergy and composting . In addition, Cal Recycle is proposing revisions to Form 3 03 Household Hazardous Waste Collection Report. The regulations require each jurisdiction in California to annually report the amount of household hazardous waste (HHW) collected through locally administered programs. These revisions will streamlin e the reporting process and provide clarity on the reporting of materials collected through a product stewardship program. Ms. Aslam also mentioned that there will be additional workshops for AB 341, which established the 75% statewide “recycling” goal. I n addition, the funding for the Beverage and Container program is currently in deficit. Therefore, Operations Committee February 19 , 201 3 Page 2 of 3 workshops will be conducted in order to address this issue. The Household Hazardous Waste grant will be available in February; the deadline for all grant su bmissions will be in March. Staff will be applying for the Household Hazardous Waste grant. 2. Christine Knapp from OC Waste and Recycling discussed the AB 939 Self -Haul Surcharge p rogram. In 2006, the AB 939 Surcharge was established to divert self -hauled waste from Orange County landfills. Since its implementation, self -hauled waste has decreased by 84%. A total of $9 million in AB 939 Self -haul Surcharge funding has been expended on projects partnering with cities, special districts, schools, businesses , and County agencies to divert recyclable materials from Orange County landfills. 3. Christine Knapp also reported on the County Updates. OC Waste & Recycling continues to encourage the public to use the Household Hazardous Waste Collection Centers. OC W aste & Recycling remains committed to preserving landfill capacity by changing the behavior of school -aged children; therefore they are promoting the EcoChallenge brand. Ms. Knapp concluded the update with a presentation of the EcoChallenge Exhibit from Discovery Science Center. Public Comments: During public comments, CMSD staff asked, “What are cities and trash haulers doing to address the 75 percent diversion goal? Specifically, are they being proactive in finding a solution and are they looking at di fferent technologies?” Ms. Knapp stated that Waste Management is working on a slurry organics program at their facility in Orange. Rainbow is working on a composting program in Oxnard. Staff also mentioned that CR&R was working on an anaerobic digester (AD ) program. Staff Recommendation Staff recom mends the Operations Committee receive and file the following report.
