Subject: Establishing a Source Reduction (aka Recycling) Committee
Summary
For several years the District had two advisory committees called the Recycling and
Sewer System Committees. On May 15, 2012, the Board decided to consolidate both
committees to form the Operations Committee. Recently, the Board directed staff to
bring this issue back to discuss and consider reestablishing the Recycling Committee.
Staff Recommendation
That the Board of Directors do not establish a Source Reduction (aka Recycling)
Committee and continue with the Operations Committee.
Analysis
The Source Reduction (aka Recycling) Committee will focus on programs, policies and
procedures that can help reduce the amount of solid waste generated by Costa Mesa
residents. The Sewer System Committee will continue to focus on items related to the
District's collection system such as capital improvements, maintenance and
operations, emergency preparedness, etc.
Reestablishing two committees will give each committee ample time to have
meaningful discussions on relevant topics pertaining to the District. However, creating
two separate agenda packets and preparing the meeting minutes is time consuming
for staff. Furthermore, both committees must comply with the Brown Act, which
requires keen awareness of the law to ensure compliance to open meetings. In
addition, staff will have to keep track of rotating and alternate Board members serving
on both committees, which takes time away from performing other assignments.
Staff will support the Board if a Source Reduction Committee is established, but
wanted to bring to your attention our concerns for having two advisory committees.

Strategic Plan Element & Goal
This item will achieve the objective and strategy of CMSD's Strategic Plan Element
5.0, Administrative Management, which states:
Objective: "To create, maintain and implement policies and procedures to ensure
sound management of the District. "
Strategy: "We will conduct periodic reviews, refine and implement policies and
procedures, and assure the General Manager has the direction and tools necessary
for successful District Operations. "
Legal Review
Not applicable at this time; however, if the Board establishes a Source Reduction
Committee, the Operations Code will have to be amended. District Counsel will review
and approve the ordinance pertaining to the Source Reduction Committee.
Financial Review
There is no financial impact to the District for establishing a Source Reduction
Committee.

Public Notice Process
Copies of this report are on file and will be included with the entire agenda packet for
the January 24, 2013 regular Board of Directors meeting at District Headquarters and
on District's website.
Alternative Actions
1. Approve a Source Reduction Committee and direct staff to report back with an
ordinance amending the District's Operations Code.
