Scavenging : In the m onth of December, there was one call made to the District HQs to report scavenging activity in the area of Grant & Harding Streets; the individual was gone upon arrival. There w ere no citations issued for the month of December. Below, are several incidents I observed directly; the majority of the scavenging incidents listed below were not individuals who are trying to make a business from recycling materials. Trash Container Enforcement : In the month of Dec ember, there were three complaints that came into the District HQ to report addresses that leave their trash bins (t/b) in public sight (p/s). I made a site visit to the following addresses: 498 Magnolia (alley) – Tagged with a courtesy notice 155 Merrill Pl – Tagged w/ 1 st Notice 1972 Kornat – No t/b in p/s I will co ntinue to monitor the above address es as well as previous complaints to ensure compliance and tak e any further action if necessary. If you recall, back on September 20, 2012, C MSD Board of Directors approved Ordinance No. 93: “Trash containers placed in the alley for collection shall be removed from the alley by midnight the day of trash collection and shall be stored so as to be out of public alley, completely on private proper ty, and out of view from the street.” General Manager Scott Carroll, Management Analyst Javier Ochiqui, Administrative Assistant Dyana Wick, and I decided it was best to launch a pilot program and take a soft approach in enforcing the new ordinance. This soft approach consists of issuing 2 courtesy notices before issuing official Notice of Violations (Yellow & Red). We also decided we would first focus on a small eastside alley located between Tustin Ave . and Raymond Ave ., and running parallel to Esther St . and Walnut St . (Tract No. 2497). On December 7, 2012 , I made a visit to the area and found 6 homes that were storing their trash containers on the public alley and in public view. I went ahead and tagged the se 6
homes with a courtesy notice (pl ease see A ttachment A for a reference on how the courtesy notices were posted to the trash containers): Raymond Ave – 1950 Walnut St – 362, 382 Tustin Ave – 1951, 1965 Esther St - 383 On December 14, 2012, I went back to area and found that 3 of the 6 h omes that were tagged with a courtesy notice removed their trash containers from the public alley. The other 3 were tagged with a 2 nd courtesy notice: Raymond Ave – 1950 Tustin Avenue – 1951, 1965 On December 21, 2012, I went back and found 2 of the 3 h omes that were tagged with a courtesy notice removed their trash containers from the public al ley. Only one home did not come into compliance after the second c ourtesy notice was issued a 1 st Notice of Violation (Yellow) was issued : Raymond Ave – 1950 I f the above address is found not to be in compliance after 7 -10 days , the next step is to issue the resident a 2 nd Notice of Violation (Red) and a citation after that. Furthermore, we will lo ok for another alley to continue this soft approach in enforcing the screening of trash containers stored in public alleys.
