According to OC Waste & Recycling, this event was a great success and the y were pleased with the outcome. OC Waste & Recycling also s tated that they will be using CMSD as a model for other cities t o follow. This type of event requires a special EPA permit. Fortunately, OCWR has such a permit and was used for the November 17 th event. By using OCWR EPA permit , CMSD avoid ed applying for its own EPA permit and hiring qualified HHW pe rsonnel to coll ect and safely dispose of the materials; thus saving over $3 0,000. However, CMSD cannot use the HHW tonnage data for diversion because the event used OCWR’s EPA permit. OCWR will be using the tonnage data towards the County’s diversion. Strategic Plan Element & Goal This item complies with the objective and strategy of Strategic Element 2.0, Solid Waste, which states: “Objective: Our objective is to manage the collection and recycling of residential trash in the most economical and environmentally frie ndly way.” “Strategy : We will do this by looking for ways to improve efficiencies, achieve high customer satisfaction, and considering prudent new recycling methods.” Legal Review Not applicable at this time . Oper ations Committee December 11 , 201 2 Page 3 of 3 OCWR indicated to staff that they cannot fully fund another HHW collection event in Costa Mesa; however, they are willing to fund 50% of the cost but recommend that we host the next event it in the Spring of 2014 .
