Scavenging : In the m onth of November, there were no calls to the District HQs to report scavenging activity. One citation was issued for the month, on 11/06 /12 , in the 200 Blk of 16 th Pl. Previo usly, we had received a complaint of an individual going through the trash bins in the area every Tuesday between the hours of 7 -8am. After a coup le Tuesdays of patrolling the area, on the above date I observed a man in a white pick -up truck drive up to th e area and park his vehicle. He then proceeded to exit the vehicle and begin to go through the trash bins collecting bottles and cans. After several minutes I stopped the individual and I issued him a citation. I continue to take the data gathered from th e Costa Mesa Police Department of calls made to report scavenging activity; identifying areas and times were I sho uld focus and increase patrol. Below, are several incidents I observed directly; the majority of the scavenging incidents listed below were not individuals who are trying to make a business from recycling materials.

Trash Container Enforcement : In the mont h of November, there were two complaints that came into the District HQ to report addresses that leave their trash bins (t/b) in public sight (p/s). I made a site visit to the following addresses: 2214 Elden Ave – No t/b in p/s 175 Virginia St - No t/b i n p/s Although upon arriving to each address and finding no trash bins in public sight, I will co ntinue to monitor both address es as well as previous complaints to ensure compliance and take any further action if necessary.
