Waste (HHW) Round-up event in Costa Mesa Summary The Costa Mesa Sanitary District (CMSD) is interested in hosting a Household Hazardous Waste (HHW) round-up event in Costa Mesa for Costa
Mesa residents. Staff contacted OC Waste & Recycling and they stated that they are more than happy to partner up with us for the HHW roundup event in Costa Mesa. By partnering up, we
no longer need to apply and pay for an EPA permit (we will use theirs). We also avoid the need to hire qualified people to take in and dispose of the HHW materials. Since OC Waste &
Recycle already has qualified personnel, they will be staffing the event and taking the lead. OC Waste & Recycle also stated that they will waive all fees. However, OC Waste & Recycle
would like a two-month notice before the HHW roundup event. They also recommend that we host the event on a Saturday morning from 10:00 a.m. to 2:00 p.m. since these times have proven
to work best for residents. Staff contacted Mike Carey from Orange Coast College (OCC) and he stated that OCC is also willing to partner up with us and allow us to use their parking
lot and host the event (Attached). The date for the HHW round-up event in Costa Mesa is scheduled for Saturday, November 17, 2012 from 10:00 a.m. to 2:00 p.m. Staff Recommendation That
the Operations Committee recommend the Board of Directors approve partnering with OC Waste & Recycling and Orange Coast College for a Household Hazardous Waste (HHW) Round-up event in
Costa Mesa.
Operations Committee September 18, 2012 Page 2 of 2 Analysis Leftover or unused household products that contain corrosive, toxic, ignitable, or reactive ingredients are considered to
be household hazardous waste (HHW). Products, such as paints, cleaners, oils, batteries, and pesticides that contain potentially hazardous ingredients require special care when you dispose
of them. Improper disposal of HHW can include pouring them down the drain, on the ground, into storm sewers, or in some cases putting them out with the trash. The dangers of such disposal
methods might not be immediately obvious, but improper disposal of these wastes can pollute the environment and pose a threat to human health. Many communities in the United States offer
a variety of options for conveniently and safely managing HHW. Strategic Plan Element & Goal This item complies with the objective and strategy of Strategic Element 2.0, Solid Waste,
which states: “Objective: Our objective is to manage the collection and recycling of residential trash in the most economical and environmentally friendly way.” “Strategy: We will do
this by looking for ways to improve efficiencies, achieve high customer satisfaction, and considering prudent new recycling methods.” Legal Review Not applicable at this time. Financial
Review OC Waste & Recycling has agreed to pay for all labor, permitting, recycling and disposal costs. They will also assume liability and pay for any insurance requirements. Public
