Round-up event in Costa Mesa Summary The Costa Mesa Sanitary District (CMSD) is interested in hosting a Household Hazardous Waste (HHW) round-up event in Costa Mesa for Costa Mesa residents.
Staff contacted OC Waste & Recycling and they expressed their interest in partnering with CMSD for the HHW roundup event in Costa Mesa. By partnering up, CMSD is not required to apply
and pay for an EPA permit (we will use theirs). CMSD also eliminates the need to hire qualified staff to accept and dispose of the HHW materials. OC Waste & Recycle will utilize their
qualified staff and take the lead on this event. OC Waste & Recycle also stated that they will waive all fees. OC Waste & Recycle has indicated that they would like a two-month notice
before the HHW round-up event. They also recommend that we host the event on a Saturday morning from 10:00 a.m. to 2:00 p.m. as these times have proven to work best for residents. Staff
has contacted Mike Carey from Orange Coast College (OCC) and he stated that OCC is also willing to partner up with CMSD and OC Waste & Recycling and will allow us to use OCC’s parking
lot and host the event (Attached). The date for the HHW round-up event in Costa Mesa is scheduled for Saturday, November 17, 2012 from 10:00 a.m. to 2:00 p.m. Staff Recommendation That
the Board of Directors approves partnering with OC Waste & Recycling and Orange Coast College for a Household Hazardous Waste (HHW) Round-up event in Costa Mesa.
Board of Directors September 20, 2012 Page 2 of 3 Analysis Leftover or unused household products that contain corrosive, toxic, ignitable, or reactive ingredients are considered to be
household hazardous waste (HHW). Products, such as paints, cleaners, oils, batteries, and pesticides that contain potentially hazardous ingredients require special care when you dispose
of them. Improper disposal of HHW can include pouring them down the drain, on the ground, into storm sewers, or in some cases putting them out with the trash. The dangers of such disposal
methods might not be immediately obvious, but improper disposal of these wastes can pollute the environment and pose a threat to human health. Many communities in the United States offer
a variety of options for conveniently and safely managing HHW. Strategic Plan Element & Goal This item complies with the objective and strategy of Strategic Element 2.0, Solid Waste,
which states: “Objective: Our objective is to manage the collection and recycling of residential trash in the most economical and environmentally friendly way.” “Strategy: We will do
this by looking for ways to improve efficiencies, achieve high customer satisfaction, and considering prudent new recycling methods.” Legal Review Not applicable at this time. Financial
Review OC Waste & Recycling has agreed to pay for all labor, permitting, recycling and disposal costs. They will also assume liability and pay for any insurance requirements. There will
be minimal costs for advertising the event such as newspaper ads, printing flyers, and possibly a banner. Staff estimates the cost will be $1,500. Committee Recommendation On September
18, 2012, the Operations Committee reviewed and discussed this item. This report was competed before the Operations Committee meeting, so a recommendation from the Committee is not available
in this report; however, staff will provide the recommendation to the Board at tonight’s meeting.
