Item III `' COST A MESA Q 09aZA ... an Independent SpeciafDistrict Memorandum To: Scott Carroll, General Manager From: Isidro Gallardo, Ordinance Enforcement Officer �A�a Date: August 7, 2012 Subject: Ordinance Enforcement Report — July 2012 This report summarizes major points for three ordinance enforcement topics covering Scavenging, Graffiti, and Trash Container Enforcement. Scavenging: In the month of July, there was one call to the District HQs to report scavenging activity. A resident living in the 200 Blk. of Virginia PI, called to report scavenging on his /her street. The offender was gone upon arrival but, I will continue to monitor the area in the future. In addition, there were several incidents I observed directly; the majority of the scavenging incidents listed below were not individuals who are trying to make a business from recycling materials. Attached are several pictures I took to help the Board get a better idea of the scavenging activity that is most common; people on foot, usually pushing a shopping cart, strollers, or riding a bicycle. After questioning the offender for several minutes, the information I gather from them is typically the same. They have no jobs or can't work, they tend to start scavenging early in the morning on trash days, and have no idea it is illegal in the city of Costa Mesa. Also, the majority of this activity takes place on the "Westside ". On streets (or alleys) like Avocado St, Charle St, Hamilton St, Wallace Ave, and Joann St (and surrounding streets). There were no citations issued in the month of July. Trash Container Enforcement: In the month of July, there were two complaints that came into the District HQ to report addresses that leave their trash bins (t /b) in public sight (p /s). I made a site visit to each address: 36922 nd St — Tagged with a 1 st Notice 549 & 559 Hamilton St - No t/b found in p/s I will continue to monitor the above addresses as well as previous complaints to ensure compliance. As he passed me by, before he went through any of the trash bins he noticed I was Code Enforcement and immediately started to drive away from the area.
