Hamers, District Engineer Date: August 20, 2012 Subject: Project #190 - Canyon Force Main Rehabilitation Summary Construction of the improvements was completed on July 20, 2012; therefore, it is appropriate for the District to accept the improvements, exonerate bonds, and file a Notice of Completion. Staff Recommendation That the Board of Directors approves the following action: 1. Accept improvements as completed and file a Notice of Completion. 2. Authorize payment of 5% retention 35 days after Notice of Completion is recorded. 3. Exonerate Labor and Material Bond after Notice of Completion is recorded and exonerate Faithful Performance Bond one year of Notice of Completion is recorded. Analysis The District prepared plans and specifications for rehabilitating the existing force main by installing cured -in- place -pipe (CIPP) in the section where the previous three breaks occurred over the years. The lining will allow the force main to operate properly until the pumping station and force main are abandoned during the West Side Pumping Station Abandonment project. Protecting our community's health andtfie environment by providing sohdwaste a ndsewercollection services. •Www. cntsdca.gov Board of Directors August 20, 2012 Page 2 of 3 No bids were received at the 5/1/12 bid opening so the District Engineer under the direction of the General Manager negotiated a construction contract in the amount of $104,540 with two local well respected firms combining forces, GCI Construction Inc. and Sancon Engineering. The proposal was below the engineer's estimate of $108,000. Construction was completed in a two -week period beginning July 9, 2012 and both contractors performed to their usual high standards. Strategic Plan Element & Goal This item complies with Strategic Plan Element 1.0, Sewer Infrastructure and Goal No. 1.4 System Wide Sewer Replacement and Repair Program. The strategy for this Strategic Element is "We will do this by the careful management of the collection infrastructure using prudent planning and maintenance, with financial strategies to maintain sufficient capacity and respond to changing regulatory demands." Legal Review The Associate Attorney for the District prepared the construction contract for the work and signed the contract as well. Financial Review The total construction contract with GCI Construction, Inc. is in the amount of $104,540. The total construction costs are estimated to be equal to the contract amount including the 5% retention in the amount of $5,227. The engineering design and contract administration /inspection costs paid, or estimated to be paid, to Robin Hamers & Associates are $14,459 and $4,814 respectively for a total of $19,273. Project #190 Canyon Force Main Rehabilitation project incurred the following additional expenditures and revenue: Revenues • Sale of plans and specifications - $180 Expenditures • Times for public notice - $525 • Coastal Traffic Systems for traffic control plans - $850 • Santa Ana Blue Print for plans and specs. - $425 The net additional costs were $1,620. The total approved budget for Project #190 Canyon Force Main Rehabilitation project is $141,000; therefore Project #190 is projected to be under budget by approximately $15,567.
