Subject: New Signage on CR &R Trucks
Summary
On July 20, 2012, the Operations Committee reviewed the new signage schedule for
CR &R trucks. The proposed banner program was arranged as follows:
• Q3: (July to September) Stop Junk Mail — Justification: Goal is to reach 2,000
participants by December 2012 (currently 945 participants).
• Q4: (October to December) Christmas Tree Collection — Justification: Promote
green waste recycling and minimize illegal dumping of trees.
• Q1: (January to March) Large item Pick -up — Justification: After the holiday's
people usually replace their old items with new ones.
• Q2: (April to June) Sharps & Pharmaceutical Program — Justification: Continue
promoting safe and clean disposal practices.
A sample of the third quarter (Q3, Attachment A) banner was presented. Discussion
ensued about the banner being too small and the District should request from CR &R a
lager banner like shown in the examples provided in Attachment B.
Staff Recommendation
That the Board of Directors directs CR &R to place larger banners on refuse trucks
servicing CMSD that will promote CMSD waste reduction programs.

Analysis
Our current Agreement with CR &R does not indicate the size of the signs. Section 12
of the contract indicates that, New signage shall be purchased every two (2) years if
requested by DISTRICT... Contractor... will promote the appropriate recycling
program..., special program ... or as DISTRICT may request."
CR &R hired a design firm to design the signs for Costa Mesa solid waste vehicles.
This included a changeable copy element every quarter (four times per year). CR &R
believes that they are in compliance with the current Franchise Agreement and has
already placed the new signs on all CMSD solid waste vehicles. However, the
franchise agreement does state that the display must meet the approval of the District.
CR &R is willing to consider a redesign if requested by the Board.
Attachment A is a rendering of what the new signs will look like. Because CR &R is
named on the truck and not CMSD, staff does acknowledge that residents may get
confused and call CR &R to stop junk mail. CMSD's website address is on the sign, but
because it is small print staff believes residents will more likely remember the larger
print of CR &R and will call the agency by mistake to sign up for CMSD programs.
Attachment B are sample refuse trucks that use larger signs and /or banners to
advertise messages and /or programs.
Strategic Plan Element & Goal
This item complies with the objective and strategy of Strategic Element 2.0, Solid
Waste, which states:
"Objective: Our objective is to manage the collection and recycling of residential trash
in the most economical and environmentally friendly way."
"Strategy: We will do this by looking for ways to improve efficiencies, achieve high
customer satisfaction, and considering prudent new recycling methods."
