Hamers, District Engineer Date: July 26, 2012 Subject: Project #164 Root Control Program Acceptance of Improvements Summary Construction of the improvements was completed on July 2, 2012, therefore, is appropriate for the District to accept the improvements and file a Notice of Completion. Staff Recommendation That the Board of Directors approves the following action: Accept improvements as completed and file a Notice of Completion. 2. Authorize payment of 5% retention 35 days after Notice of Completion is recorded. 3. Exonerate Labor and Material Bond after Notice of Completion is recorded and exonerate Faithful Performance Bond one year of Notice of Completion is recorded. Analysis Hot spots are line segments in the sewer system that require more frequent cleaning than once per year. The District's hot spot abatement program has been active for a number of years with the goal of minimizing the number of hot spots in order to minimize the risk of sanitary sewer overflows (SSOs) and save field crew time. The goal of this project was to abate hot spots caused by root growth into the District's sewer mains. The project plans and specifications specified the method of first removing the offending roots, then installing a short section of cured -in- place -pipe (CIPP) over the joint to prevent recurrence of the roots. Traditional CIPP and the new UV cured short liners are both acceptable to the District for this purpose. The installation of short sections of CIPP removed 12 locations from the hot spot list, including one location that previously had an SSO. Additionally, the General Manager attempted to have certain trees removed by the City of Costa Mesa. Strategic Plan Element & Goal This item complies with Strategic Plan Element 1.0, Sewer Infrastructure and Goal No. 1.4 System Wide Sewer Replacement and Repair Program. The strategy for this Strategic Element is "We will do this by the careful management of the collection infrastructure using prudent planning and maintenance, with financial strategies to maintain sufficient capacity and respond to changing regulatory demands." Legal Review The Attorney for the District prepared and signed the construction contract for the work. Financial Review The total construction contract with Southwest Pipeline and Trenchless Corp. is in the amount of $99,400. The total construction costs are estimated in the amount of $93,030, including the 5% retention in the amount of $4,651.50. The engineering design and contract administration /inspection costs paid, or estimated to be paid, to Robin Harriers & Associates are $7,093 and $4,000 respectively for a total of $11,093. Project #164 Root Control Program incurred the following additional costs: Times for public notice - $400 and Santa Ana Blue Print for plans and specs. - $47. The total additional costs were $447. In summary the total project costs are estimated at $104,570. The total approved budget for Project #164 Root Control Program is $121,400, therefore Project #164 is projected to be under budget by approximately $16,830.
