The Board of Directors of the Costa Mesa Sanitary
District met in adjourned regular session at 7:30 p.m.
July 18, 1968, at the City Hall, 77 Fair Drive,
Costa Mesa, California, having adjourned by order of
the Board of Directors at its regular session of
July 3, 1968. A copy of the notice of adjournment
was posted and delivered as required by law.
The meeting was called to order at 7:30 p,m. by
President Porter.
PUBLIC HEARING The President advised the Board of Directors that this
WSSESSMENT was the time and place fixed, pursuant to the notice
DISTRICT given, for the hearing in the matter of the proposed
ESTABLISHING Assessment District establishing trash and garbage
TRASH & GARBAGE fees, as described in Ordinance No. 4, adopted by the
FEES Board of Directors on June 5, 1968. The Secretary
also informed the Board that affidavits of the mailing
posting and publications of the Ordinance and Notice
of Hearing were on file in the District's office, and
that 19 written protests had been filed prior to the
date of hearing by:

There being no further protests or objections,
President Porter declared the public hearing closed.
Director Warren made a motion that the Board
establish a policy regarding trailer parks as
follows: That any trailer park owner providing
his own trash and garbage service, who provides
the Board certification of this private service,
in writing, shall be exempt from the proposed
assessment; that if they are using the District's
service, they shall be charged at the rate of
one -third of the base assessment per trailer space.
This motion was seconded by Director Rima and
unanimously carried.

assessment. This motion was seconded by Director
Glockner, and carried, with Director Rima voting
"NO ",
The Board instructed the staff to study the effect of
the proposed changes on the overall Assessment District
and report back to the Board July 25, 1968.
Adjourment
Director Warren made a motion, seconded by Director
Glockner, and unanimously carried, that the meeting
be adjourned to Thursday, July 25, 1968, at 7:30 p.m.,
in the Council Chambers of the City Hall, 77 Fair Drive,
Costa Mesa, Califqrnia.
