PROPOSAL TO PROVIDE INSPECTION SERVICES PROJECT 1112100-128 MESA/BIRCH SEWER REALIGNMENT Dear Board of Directors: The project is now under construction after having been significantly delayed by the Orange County bankruptcy The following proposal is submitted to provide the necessary engineering services during the construction phase of the project. Attached are copies of the project report as described in the 1993-94 Capital Improvement Program as well as the Boyle Engineering independent report. The District has entered into two agreements with the County with respect to this project. In the first agreement the County agreed to reimburse the District for design costs for the new sewer system and in the second agreement the County required the District to reimburse the County for all sewer construction costs related to realigning the sewer lines to conform with the new street alignment. The County will be absorbing the costs for the upsized sewer lines required due to the more intense land use approved by the County This cost sharing is reasonable since a utility such as the District is normally responsible for relocation costs but the cost of providing increased capacity is more fairly borne by the property owner, in this case, indirectly paid for by property owners through County redevelopment bonds. With respect to inspection costs, the County will not reimburse the District for costs incurred, but the District needs to observe the construction to insure the contractor meets District standards. IL Robin B Hamers 9 - q4- C ( P R,oZr tas11TAdp sknitisfr COSTA MESA 4"S 's DISTRICT s �?r�/ ° 'r DIREC70 R5 c 4! „ lames N'ahner Costa Mesa Recycles 'C BO `9r. lames Ferryman a OR ATE Nate Reade tat Nate 1112111-128 _AnhurPerry Mike Scheafer Mesa/Birch Sewer Realignment (additional appropriation) As part of the redevelopment of the Santa Ana Heights area the Orange County Development Agency (OCDA) has plans to realign Mesa Drive and Birch Street to accommodate the previously approved increase in building density The development plans necessitate the Sanitary District' s sewers to be realigned to match the new street alignment and also to be upsized to handle the future increase in sewer flows The OCDA- and District are finalizing an agreement whereby the OCDA will reimburse the District $12 500 for design of the sewer improvement plans As for construction the OCDA is tending toward bearing the cost of the upsizing portion only and not the realignment costs The OCDA may rely on existing laws that require the franchisee or utility to bear all relocation costs when the owner of the road performs a realignment project unless the franchisee can prove prior rights For budgeting purposes it is assumed the OCDA will not pay any relocation or upsizing costs since no formal commitment has been made at this time The $12 500 design cost_ was budgeted by the District in the 1992-93 budget year and the remaining components are shown as follows Design - ($12 500 budgeted in 1992-93 ) $ 0 Construction 235 000 Inspection (includes administration, construction staking and inspection) 17 000 Reserve or Contingency 35 000 TOTAL $287 000 - 3 - P.O. California 92628-1200 1993-94 Capital Improvement Program (CIP) Review I have completed me review of the District s CIP report for the 1993-94 fiscal e ear The review consisted of reading the project descriptions a brief field review telephone conversations with District staff(Robin Hamers) and an independent analysis of construction cost_ design and construction engineering costs, and contingency costs. The following represents mY analysis of each of the CIP projects: This is the second independent review of the District s CIP program. 1992 93 being the first ear re\iew ed. The 1993-94 proposed improvement project: appear warranted and the report continues to proper-1\ reflect the on-going capital improvement program. Proiect 1112100-128 Mesa/Birch Sewer Realignment This is for an additional appropriation. This project was not originally shown in the 1992 93 CIP program report. Project description reasonably describes the project. however it might be more beneficial to include size and length of pipe: affected streets and/or a map of area showing location of proposed work. Estimated design/construction engineering costs as well as contingence costs appears to be reasonable, 12.6 percent and 14.9 percent of estimated construction respecti\el� Project 1112100-133 Pump Station Maintenance This is an additional appropriation to thy, 1992 9 project.
