Review of Sewer Study
We have reviewed the proposed three party agreement with the supporting report by BSI
Consultants, Inc. titled `Santa Ana Heights Redevelopment Project Area Comprehensive
Infrastructure Improvement Plan, dated March 15 1990 covering the sewer improvements to
serve drainage Area 2 in the unincorporated Santa Ana Heights area of the District. We have
also reviewed CMSD and other pertinent documents that were supplied, as well as conducting a
field review The following summarizes our review
The Areal Outfall improvements include the followinc elements
• A new sewer pump station. For the purposes of this review it is assumed to be located in
golf course property near the southwest corner of the Irvine Ave./Bristol St. intersection.
• A 750 foot long 8-inch force main from the pump station along Bristol St. and across a
new proposed bridge expansion across the Corona Del Mar Freeway at Birch Street.
• A 1 475 foot long gravity sewer to convey the flow from the northbound Bristol Street in
Birch Street to the County Sanitation District s Von Karman Trunk Sewer in MacArthur
Blvd.
• Replacement of the existing 8-inch gravity sewer in Bristol Street from Irvine Avenue to
Birch Street with a 12-inch gravity sewer and an influent gravity connection to the new
pump station.
A map illustrating these improvements is attached to this report.
We have prepared a conceptual opinion of probable construction cost for these improvements.
The agreement calls for the facilities to be in accordance with the City of Newport Beach
standards. Accordingly the pump station estimate is based on a separate wet well/dry pit cast-in-
place concrete structure with two submersible type pump; located in the dry pit, all below grade.

The electrical controls would be located on a grated mezzanine above the pumps. Attached is a
sketch illustrating this concept.
Attached Table 1 is an opinion of probable construction cost we have prepared independent of
information that has been provided. Table 2 provides detail of the pump station estimate.
Total construction cost for the Area 2 outfall facilities is estimated to be $ 1,850,000. The
proposed three party agreement has an allowance of$ 2,250,000 for construction of the Area 2
outfall facilities plus $ 200,000 for construction of the 8-inch force main within the bridge across
the Corona Del Mar Freeway at Birch Street. It, therefore, appears that the costs listed in the
three party agreement are sufficient to construct the project. However, in view of the difficult
construction that can be anticipated along South Bristol Street due to the heavy utility and traffic
encumbrances and other possible unknowns at this time, we would suggest the budgets currently
in the three party agreement not be reduced. Based upon our review we find the project to be
warranted and the design and construction fees to be reasonable.
We do wish to point out a few other items. The pump station will require the acquisition of
right-of way from the golf course at the southwest corner of the Irvine Avenue/So. Bristol Street
intersection. We have not attempted to estimate a cost for this acquisition, since we understand
the District is arranging for this separate from the three party agreement. We also reviewed the
alternative of having a gravity line through the bridge widening area; however the bridge profile
has a high point in the middle so a gravity line will not function. We also understand the
District had obtained written acceptance of this plan to convey flow to the County Sanitation
Districts Von Karman Trunk Sewer system a few years ago. We suggest you obtain a written re
affirmation of this approval from the County Sanitation Districts.
