RECONSTRUCTING FORCE MAIN FOR ELDEN PUMPING STATION (PHASE II )
Gentlemen
As part of the 1993-94 Capital Improvement Program enclosed please
find a proposal to begin the design phase of subject project
The project was discussed in detail at a study session and
subsequent Board meetings where the District Engineer s report on
the project was reviewed The project also received favorable
comments from the District' s outside engineering consultant, Boyle
Engineering in the report that was prepared to review the
District s Capital Improvement Program.
Rather than re-explain the project scope enclosed as backup are
the project description as prepared for the Capital Improvement
Program as well as Boyle s report
Therefore it is proposed to complete the design phase of subject
project including preparing construction plans and specifications
for bidding at the following hourly rates not to exceed $10 000
Engineer $ 59 00/hr
Draftsman 47 00/hr
3 man Survey Crew 170 00/hr
2 man Survey Crew 150 00/hr

Project 1112100-135 Elden Pumping Station Force Main
Project description adequately described the project to be undertaken. Use of recap from Phase I was
very beneficial. This allows the layperson to understand the concept and need of the entire project.
Design and construction engineering services are estimated at 8.5 percent of estimated construction
cost. This appears to be slightly low 10 to 15 percent is consistent with acceptable estimating
however the percentage is within the amount used for Phase I.
Contingency funds of 40 percent for Phase I are to be carried over to Phase II and this should be
adequate.
It is suggested that estimated size and length of pipe to be constructed be included as part of the
project description.
Recognizing the project will involve/require Fairgrounds/City and District cooperation as well as
coordination, it still appears that adequate funds are being programmed assuming timely design and
construction of the project.
Project 1112100-136 Access Road along Newport Beach Golf Course
Project description adequately indicates what is to be accomplished.
Contingency costs. 20 percent of construction. appear to be in keeping with acceptable estimating
practices however design and inspection. 42 percent of construction appears high. This may be
appropriate if there is a lot of miscellaneous plans. derails and surveying work needed for isolated
locations as well as an abnormal amount of coordination with the golf course.
Project ] 112100-1.)7 Televising Sewer Lines
As discussed for the 1992 93 CIP program and with District staff this is a service type project not
construction. Therefore, normal design. construction and inspection percentages do not apply
However it is suggested that other terms be used rather than 'Design and Construction.
The estimate televising costs represents approximatek 14.000 I.f of pipe to be televised at 80.35/1.f
based on discussions with District staff
Because of the nature of the project and that District staff is needed at all times for cleaning ahead of
the camera, coordination, and supervision of the work. the District Engineer costs will be higher
percentage wise. versus a design project.
It is suggested that for future similar projects the first three items above be included in the project
description to more clearly define the scope of work.
Project 1132100-138 Reimbursement for Sewer Work by Others Purchase Manholes
Project description adequately describes what is programmed and why the District needs to
appropriate funds for this function.

Reconstructing Force pain for Elden Pumping Station (Phase II)
The project as more fully described in the 1992-93 Capital
Improvement Project report (CMSD 1112100-130) entails replacing
the old force main with a stronger more reliable material that
will not easily rupture The force main is the District s
largest and carries the heaviest flows
Phase I of the project was included in the 1992-93 budget since
the project size warranted dividing the construction into two
phases Furthermore the 1992-93 budget was approved with a
deletion of $150 000 from Phase I of the project as shown in the
1992-93 report The deletion left sufficient money to cover
Phase I construction but necessitates full funding for Phase II
It was originally anticipated that the design appropriation in
Phase I would include preparation of construction plans for Phase
I and II However the following events have necessitated an
additional design appropriation for Phase II
1 Phase I construction was itself broken into two portions
The first portion is a segment of force main to be installed
under Newport Blvd southbound under a change order to the
City s contractor for the Newport Blvd rehabilitation
project The District could only meet the City s schedule
by installing this portion separate from the remainder of
Phase I This required preparation of a separate set of
plans and separate processing through CALTRANS and the City
of Costa Mesa
2 The alignment for the remainder of Phase I was obtained
after extensive negotiations between the City of Costa Mesa
CALTRANS and the District CALTRANS would only allow the
District to install the force main in the desired location
if the City agreed to assume ownership of the land which is
the landscape strip on the east side of Newport Blvd
southbound from Mesa Drive to Fair Drive between the back of
curb and the fence As a condition of accepting the land
the City subsequently required the District to enter into a
landscape maintenance agreement where the District will pay
the City to maintain the strip The agreement also requires
the District to prepare an easement map and description for
use of the land The remainder of Phase I will be put out
to bid in early June with bid opening in early July

3 The alignment for Phase II of the project will depend on
negotiations between the District the City and the State
on behalf of the Orange County Fairgrounds The desired
location for the force main is under the asphalt bicycle
path behind the sidewalk on the north side of Fair Drive
The City is in the process of obtaining an easement to
maintain the bicycle path which is on Fairgrounds property
The District will attempt to obtain a sewer easement over
the bicycle path area from the State otherwise the line
will be installed in the street
