` Regular meeting Board of Directors of Costa Mesa Sanitary District,
held at Community Hall Costa M sea California April 6th 1944
Meeting called to order by President TeRinkle 7 :30 P M
Directors present: TeWinkle Nelson Lord Dodd and Norman
Attorney Anderson Assessor Hostetler and Secretary Owen
Minutes of Special Meeting March 16th read and approved
Current agreement between Garden Grove Sanitary District and
Mr S C Oertley, Collector, read as information to Directors
Proposal of one Jewel Hedrick as submitted to Secretary Owen
by telephone read and ordered held for further consideration
Assessor Hostetler reported on conference with County Assessor
and County Auditor re preparation of Assessment Roll Sheets
for 19440 to the effect that County Assessor's office would
prepare such sheets including names, addresses, description
of property and valuation figures complete by July let, and
that the County Auditor's office if desired would compile and
enter extensions on basis of equalized valuations and rate
fixed by District Board sitting as Board of Equalization, all
at a total cost for services of both county offices at possibly
$100 00, more or less and Assessor Hostetler expressed willing-
ness to and recommendation of such an arrangement. Moved by
Nelson seeonded'by Norman that Assessor Hostetler be empowered
and directed to perfect arrangements with=County Assessor and
County Auditor to have this work done by them in accordance
with terms and conditions reported
President TeWinkle stated that Assessor Hostetler should be
compensated for time and expense incident to such arrangement
and supervision, amount to be determined later Agreed
Mr L C Oertley of Garden Grove was introduced and discussion
of details relating to collection and disposal of garbage
followed by understanding that Mr Oertley would visit and
in company with officers of the District inspect Costa Mesa
Sanitary District on or about Wednesday April 12th with a
view to submitting proposal for the collection and disposal
of garbage and trash within and for the District
Attorney Anderson reported on progress made with respect to
obtaining an advance of funds from County Treasury,and also
status of movement to obtain modification of existing County
ordinance relative to location of dump site, stating that
the Board of Supervisors had directed County Counsel to pre-
pare an amendment to present ordinance that would relieve the
�, • situation confronting the District in obtaining suitable site
General discussion on both subjects with no further action at
this time, except that a tentative Budget was informally
agreed upon as representing then known and anticipated
running expenses of District for the first year, as follows:

Attorney and consulting engineer fees 800 00
accrued to date
Estimated bill of Engineer Wooley 1400 00
Preparation of Assessment Sheets and 250 00
Assessor expense
Printing, stationery and ssessment 150 00
sheets
Secretary's salary - year 360 00
Directors' fees - year 300 00
Due County offices to date, estimated, 200 00
#Cost of garbage collection - contract 3500 00
Cost of dump site, purchase 550 00
Total 7510 00
The above purely an estimate and subject
to revision

estimate being that of 3600 00 submitted by

Secretary was instructed to obtain from County
Offices statement of actual expenditures made by
County on behalf of District to date
President TeWinkle agreed to contact Mr Parker
relative to dump site
Attorney Anderson agreed to arrange meeting with
County Counsel for himself and President TeWinkle
re ordinance amentment
Moved by Lord seconded by Dodd this regular meeting recess
until 7:30 P M Monday April 20th 1944 Carried
