RE PROPOSAL TO BEGIN PROJECT
PROJECT 1112100-132 RECONSTRUCTING VARIOUS SEWER LINES
Gentlemen
Enclosed please find a proposal to begin the design phase of
subject project The project entails repairing selected sections
of sewer pipe where there is possible leaking sewage due to joint
problems similar to Projects 1112100-122 and 1112100-126
The joints between sections of pipe can become out of alignment
or cracked due to a variety of reasons such as sags in the line
poor installation improper backfill techniques where couplings
used to connect sections of pipe made out of different materials
are failing or where nearby construction has disturbed the sewer
line
The need for the joint reworking was established from the
televising projects where the camera passed through sections of
pipe with bad joints Repair of the joints will most likely be
accomplished by excavating from street level down to the pipe and
replacing the bad joint with a new section of pipe The
construction cost of the project will be approximately $125 000
Therefore it is proposed to complete the design phase of the
project including reviewing video tapes to determine the repair
locations preparing plans and specifications for the
construction putting the project out to bid and making a
recommendation to the Board for award of the contract at the
following hourly rates not to exceed $9 600 Please also refer
to the project description shown in the 1992-93 capital
improvement program review copy attached
Engineering $59 00/hr
Drafting $47 00/hr
Please note that billing will be only for actual time worked
Sincerely

Project 1112100-132 Reconstructing Various Sewer Lines
The project is similar to past projects and includes
rehabilitation and maintenance of the existing gravity sewer line
system on an as-needed basis The results of the four large
televising projects have or will disclose existing problems in
the main lines such as sags cracked pipe collapsed pipe, offset
joints and root intrusion
The project sets up a priority list of the problem areas and
repairs the lines on a priority basis The project is a yearly
project and part of an ongoing maintenance program The only
problem type mentioned above which is not repaired by this
project is root intrusion which is handled in a foaming project
An estimate of the project costs is as follows
Design $ 9 600
Construction 125 000
Inspection 10,400
Reserve or Contingency 20 000
TOTAL $ 165 000
