RE PROPOSAL TO BEGIN PROJECT
PROJECT 1112100-133 PUMP STATION MAINTENANCE
Gentlemen
Enclosed please find a proposal to complete the design phase of
subject project as approved in the 1992-93 fiscal year budget.
Please refer to the attached scope of work taken from the Capital
Improvement Projects Report which describes the project in
detail and the costs associated with the design, inspection and
construction Also attached are comments from Boyle Engineering
relating to the reasonableness of the costs shown in the report
Boyle s report was obtained during the budget review period as an
outside engineering firm' s comments to the District s 1992-93
Capital Improvement Program
Therefore, it is proposed to complete the design of the project
at the following hourly rates not to exceed $9 000
Engineering $ 59 00/hr
Draftsman 47 00/hr
3 man Survey Crew 170 00/hr
2 man Survey Crew 150 00/hr
Please note that billing will be only for actual time worked

Project 1112100-133 Pump Station Maintenance
The project entails repair or replacement of various items at
various pumping stations including
1 Adams Pumping Station and 23rd Street Pumping Station
replace existing pumps with Flygt pumps to achieve
uniformity in type of pumps throughout District Existing
pumps are ABS and have served their useful life and are hard
to service Entails installing new guide rail system at
both stations Adams station also needs new check valves
2 Elden Pumping Station excavate and repair by-pass valve
that allows flows from Tustin Pumping Station to by-pass the
Elden Station
3 Congress Pumping Station replace existing guide rail
brackets with new stainless steel brackets
4 President Pump Station attempt to use pumps taken from
abandoned station at South Coast Plaza at President Pump
Station Minimal maintenance has always been done at
President station since it is part of overall pump station
abandonment project Installation may require some piping
changes
An estimate of the project costs is as follows

construction costs broken down into phases and the fiscal years in which funding is
needed.
Project 1112100 131 Televising Sewer Line
Discussions with District staff indicated that this is a service type project not construction.
Therefore, normal design, construction and inspection percentages do not apply
The estimated televising costs represents approximately 75,000 LF of pipe to be televised
at$0.35/LF based on discussions with District staff.
Because of the nature of the project and that District staff is needed at all times for
clearing ahead of the camera, coordination, and supervision of the work, the District
Engineer costs will be higher percentage wise, versus a design project.
It is suggested that for future similar projects the first three items above be included in the
project description to more clearly define the scope of work.
Proiect 1112100 132 Reconstructing Various Sewer Lines
Estimated design/construction engineering costs as well as contingency costs appear to
be reasonable; 16% and 16% of estimated construction respectively
Project description should include estimated number of locations and/or length of pipe,
and/or average cost per location. This would provide any reader of the CIP with
additional information supporting the estimated construction cost. According to District
staff the approximate cost for a typical repair would be in the$5,000 $6,000 range.

Project description adequately describes what is to be done.
Estimated design/construction engineering costs as well as contingency costs appear to
be reasonable, 16.4% &20% of estimated construction respectively
It might be beneficial, for future similar projects, to provide estimated construction costs
per individual location as part of the project description.
