RECONSTRUCTING FORCE MAIN FOR ADAMS PUMPING STATION
Dear Board of Directors
The following proposal is submitted to provide the necessary
engineering services during the construction phase of said
project
Construction is scheduled to be completed within a 7 week period
beginning in May 1996 The necessary services to oversee the
project are engineering drafting inspection and surveying and
the estimated maximum number of hours and proposed rate for each
are as follows
Engineering 90 hrs @ $ 59 00/hr = $ 5 310 00
Draftsman 8 hrs @ 47 00/hr = 376 00
Inspection 200 hrs @ 42 00/hr = 8 400 00
Surveying 16 hrs @ 170 00/hr = 2 720 00
TOTAL $16 806 00
Attached are copies of the project report as described in the
1995-96 Capital Improvement Program as well as the Boyle
Engineering independent report
The above are maximums and billing will be only for actual time
worked

Reconstructing Force Main for Adams Pump Station
The Adams Avenue pumping station and force main were originally
constructed in 1964 Since then the pumping station has
undergone a remodel in 1985 with another remodel pending while no
work has been done on the 8 inch asbestos cement force main
In December 1985 the force main experienced a rupture and was
repaired on an emergency basis In February 1994 the force main
again ruptured and the total repair cost $17 587 since the leak
caused extensive damage to the Adams Avenue asphalt road surface
The ruptured pipe that was replaced shows extensive thinning of
the pipe wall thickness and is available for inspection in the
District office The thinness of the pipe wall allowed a crack
to occur which developed into a rupture Since the entire force
main probably has the thin wall condition it is desired to
rehabilitate the line Both the 1985 and 1994 ruptures caused
sewage spills
There are three options for the rehabilitation Construction of
a 2400 foot parallel force main made from ductile iron pipe or
construction of a 700 foot ductile iron pipe force main heading
westerly towards and into the Adams Avenue bridge to an eventual
point of connection with Orange County Sanitation District
facilities in Huntington Beach or installation of a liner such
as Insituform into the existing force main
The decision on the rehabilitation method will be made after
conferences with slip line manufacturers the County of Orange
who own the Adams Ave bridge and the City of Costa Mesa who
have a street cut moratorium on Adams Avenue since it was
recently repaved
An estimate of the project costs is as follows
Design $ 25 000
Construction 250 000
Inspection 25 000
Reserve or Contingency 50 000

This project will utilize Link-Pipe or remove and replace construction techniques depending upon
conditions found during design.
The construction budget will allow for repairs at approximately 30+locations.
Because of numerous locations the design, inspection and contingency budget appears to be
reasonable.
Project 1112100-141 Televising Sewer Lines
As discussed for previous CIP programs and with District staff this is a service type project not
construction. Therefore, normal design, construction and inspection percentages do not apply
However it is suggested that other terms be used rather than 'Design and Construction.
The estimate televising costs represents approximately 11 000 of pipe to be televised at$.45/If based
on discussions with District staff.
Because of the nature of the project and that District staff is needed at all times for cleaning ahead of
the camera, coordination, and supervision of the work, the District Engineer costs will be higher,
percentage wise,versus a design project.
It is suggested that for future similar projects the first three items above be included in the project
description to more clearly define the scope of work.
Project 1112100-142 Reconstruct Force Main at Adams Pump Station
Pump Station was constructed in 1964 remodeled in 1985, force main ruptured in 1985 and in 1994
Outside of repairs no replacement work has ever been done on the asbestos-cement force main.
Because of recent street construction, the City may invoke its street cut moratorium which means
alternatives will need to be studied.
The options contained in the CIP program appear reasonable. Care should be taken in working with,
removal and disposal of the asbestos cement pipe.
The budget appears reasonable for design and inspection. Depending upon the option selected the
contingency could be low for handling and disposal of the existing asbestos-cement pipe.
Project 1112100-143 Reimbursement for Sewer Work by Others
Project description adequately describes what is programmed and why the District needs to
appropriate funds for this function.
As stated previously it might be beneficial to indicate the estimated/anticipated number of manholes
to purchase and/or reconstruct. This estimate could be made based on past history of similar work.
It is suggested that the District provide and/or have for staff/Board information and for independent CIP
review a bid recap/data base of past projects that could list the main items of the project, i.e.
