The purpose of the Phase I Environmental Site Assessment was to assess the potential presence of hazardous waste contamination at the subject SITE based on discernable current and land use activities. Specific objectives of this investigation were to evaluate the present environmental condition of the SITE, to observe the SITE for evidence of hazardous wastes, to investigate historical land use, and to review the general geological and hydrogeologic nature of the SITE. Presented herewith is an executive summary of NEC's findings including conclusions and recommendations as deemed necessary The subject SITE is situated on the north side of West Wilson Street,just a short distance east of Fairview Road, in a mixed-use commercial and residential community within the city of Costa- Mesa, California. The SITE property consists of two contiguous parcels totaling approximately 18,200`.SquareFFeet to stze?The subject SITE fronts to West Wilson Street to the south and backs into the Edison electrical sub-station to the north. There are currently no building structures on- SITE, however, NEC's historical records research indicated that the subject SITE was previously improved with a residential dwelling and a detached garage that were demolished in 1992. The subject SITE has remained vacant ever since. An inspection of the subject SITE and subsequent review of the environmental database report generated by Environmental Data Resources. Inc. (EDR) has shown that no hazardous waste generator identification number/permits have been issued to SITE addressee.There was no evidence of solid waste,hazardous material mishandling,disposal, or storage on SITE. No access plates,vents,dispenser islands or other indication of UST's were observed to be present on the SITE during our SITE reconnaissance on September 19 2006. In addition, no current or historical permits for installation or removal ofUSTs directly on the SITE were found during NEC's review of the UST records on file with the regulatory agencies. There were no ponds or large bodies of water observed on-SITE. Based on the topography the subject SITE is not situated within a designated wetlands area. In addition,there was no evidence of water supply or groundwater monitoring wells observed during our SITE reconnaissance. However,according to Mr.Jeff Reyno of Hitch Crafters(current owner),a groundwater monitoring well was installed on the western portion of the property as part of the groundwater assessment to define the lateral and vertical extent of the groundwater pollution caused by leaking underground storage tanks(s)formerly situated on the adjoining property to the west of the subject SITE.The well was reportedly removed once the adjoining property was granted a remedial action completion certification by the Orange County Health Care Agency No distinct odors of hydrocarbons, solvents or waste oils were noted on-SITE. In addition, no discoloration of vegetation or soil was observed during NEC's on-SITE evaluation of the SITE and the adjoining properties. Electrical power into the SITE property is through a number of power poles situated along West Wilson Street to the south of the subject SITE. Pole mounted transformers were noted within some of the surrounding power poles,but they were reported by Southern California Edison as none PCB containing transformers. Company Confidential-Trade Secret and Proprietary information of Nationwide Env onmental Consultant,Inc ii • Phase Ilvironmental Site Assessment 174 West Wilson Street, Costa Mesa, California NEC Project No. 06-09-2608 An EPA survey by zip code of indoor radon concentrations in Orange County California,indicated radon exposure levels between 2.0 and 4.0 pCi/L for the general area of the subject SITE,which is below the EPA action level of 4.0 pCi/L. The subject SITE exhibits an unlikely potential for radon contamination based upon the geological characteristics of the area and subject building construction. Asbestos Containing Material (ACM) and Lead-Based Paint (LBP) sampling and analysis was beyond NEC's scope of services for this Phase I ESA.It should be noted however,that the subject SITE consists of a vacant land. There are no building materials suspect of containing asbestos and lead-based paint at concentrations exceeding the current regulatory levels.As a result,sampling for suspect asbestos and lead-based paint containing building materials is not deemed necessary at this time. A Review of maps and records of the California Division of Oil and Gas (DOG)wildcat well map assembled in 1977 Munger Map Book indicates that there are no oil or gas wells drilled within a one mile radius of the subject SITE. Hence, methane gas seepage from historical oil/gas drilling does not represent a concern for this region. Off-SITE businesses/facilities listed on the federal, state, and local regulatory agencies environmental database report have a low likelihood of presenting an immediate adverse impact to the environmental integrity of the SITE. This opinion is based on location, distance, and current reported status of the surrounding off-site businesses/facilities in relation to the subject SITE. In addition, the Responsible Parties (RPs) and/or Potential Responsible Parties (PRPs) have been identified and the subject SITE should not be considered liable for any future regulatory mandated remediation. The historical records research extending to the late 1950s' did not reveal any information that would present an immediate adverse impact to the environmental integrity of the SITE. No indication of underground or aboveground storage tanks, hazardous material storage, disposal, or soil discoloration were noted during NEC's historical records research. Prior SITE usage has included residential use. Conclusions& Recommendations: O This assessment has revealed that there are no Recognized Environmental Conditions (REQ, as defined by ASTM, in connection with current and past historical SITE usage. Thus, giving the subject SITE a low priority No further investigation is deemed necessary at this time. There has been speculation although non-conclusive, that exposure to electro-magnetic field over a long period of time has been associated with high rates of cancer in some areas. Based on this speculation, the close proximately of the Edison s electrical sub-station, situated on the adjoining parcel to the north of the SITE, may present an adverse health effect to the figure residents/tenants at the subject SITE. (NEC) was commissioned on September 18, 2006 to conduct this ESA on two vacant parcels addressed as 174 W Wilson Street,Costa Mesa,California(Figure 1).The Phase I Environmental Site Assessment was conducted by NEC to establish whether any current or past uses of the SITE are likely to have caused hazardous substances or wastes to impact the soils and/or groundwater beneath the subject SITE, or whether nearby property uses have exposed the SITE to residue petroleum hydrocarbons impacts. This report represents NEC's findings, conclusions, and recommendations. 1.1 Scope of Work The purpose of this ESA was to investigate for potential sources that may pose adverse environmental impact to the SITE property due to past or present activities conducted on or within the near vicinity of the SITE property or from known or suspected hazardous materials and/or wastes, on the subject SITE or within the near vicinity of the SITE property To accomplish this objective, the scope of work conducted included the following tasks: Site Reconnaissance: An on-SITE visit and reconnaissance of the surrounding area was conducted on September 19 2006 by Mr.Armand Darvish of NEC,to assess existing SITE conditions and operations. Mr Jeff Reyno of Hitch Crafters(current owner) accompanied the NEC representative while on-SITE. Regulatory and Local Authorities Contacted: A review of available building permits, zoning records, and contact with local authorities were made. Public data and regulatory agency files were reviewed for information relative to known underground storage tanks, chemical spills,and known incidents of hazardous materials releases at or within the nearby vicinity of the SITE. Historical Aerial Photograph Review Selected available aerial photographs were reviewed to assess historical land use, including the presence of storage tanks,waste piles and landfills, or other structures of potential environmental concern. State,Federal,and Regional Environmental Record Search:An Environmental Record Database Search was conducted by Environmental Data Resources,Inc.(EDR)on the SITE and nearby surrounding properties. Asbestos,Radon and Lead-Based Paint Survey Asbestos, radon, and lead-based paint sampling and analysis were not undertaken as part of this investigation. Report Preparation:Information obtained by NEC during this ESA was compiled into this report, with accompanying illustrations and appendices summarizing our findings, conclusions and recommendations regarding the potential for hazardous materials or wastes on or near the SITE. This report represents results of an appropriate due diligence investigation, intended to meet the requirements of qualification for Innocent Landowner Defense as defined under CERCLA and SARA. September 12, 2006 Irvine,California 92614 • • Phase I Environmental Site Assessment 174 West Wilson Street,Costa Mesa, California NEC Project No. 06-09-2608 SECTION 2.0 SITE AND VICINITY DESCRIPTION 2.1 Site Location and Description The subject SITE is situated on the north side of West Wilson Street,just a short distance east of Fairview Road,in a mixed-use commercial and residential community within the city of Costa-Mesa,California.The SITE property consists of two contiguous parcels totaling approximately 1'3i20005q are Feett'n s IThe subject SITE fronts to West Wilson Street to the south and backs into the Edison electrical sub-station to the north. There are currently no building structures on-SITE, however, NEC's historical records research indicated that the subject SITE was previously improved with a residential dwelling and a detached garage that were demolished in 1992. The subject SITE has remained vacant ever since. 2.2 Vicinity Description The subject SITE is situated in a mixed use commercial and residential community as shown on the SITE layout map contained in Figure 2. As an integral part of our reconnaissance we examined the immediately adjacent properties from areas of public access.The purpose of this evaluation was to determine the potential for adverse impact to the environmental integrity of the SITE due to the operations on the adjoining properties. North: The Edison electrical sub station. There has been speculation although non-conclusive, that exposure to electro-magnetic field over a long period of time has been associated with high rates of cancer in some areas. Based on this speculation, the close proximately of the Edison s electrical sub-station,situated on the adjoining parcel to the north of the SITE,may present an adverse health effect to the future residents/tenants at the subject SITE. South: The subject SITE is bounded by West Wilson Street to the south followed by the U.S.Post Office s parking lot.No obvious environmental concerns were noted. East: The Edison electrical sub station easement followed by an apartment building further east along West Wilson Street. No obvious environmental concerns were noted. West: At 2252 Fairview Road,is developed with a commercial property observed to be occupied by Hitch Crafters. This property appears on multiple environmental databases as a property with leaking underground storage tank(s) with a current reported status of `Case Closed' The property was granted a remedial action completion certificate by the Orange County Health Care Agency (OCHCA)stating that `no further action related to petroleum release(s) at the site is required. SECTION 3.0 ENVIRONMENTAL SETTING 3.1 Soil/Geology No SITE-specific soils information was readily available. 3.2 Groundwater: The groundwater flow is expected to follow the ground level slope of surface elevations towards the nearest open body of water or intermittent stream. Estimated groundwater may vary due to seasonal fluctuations in precipitation, local usage demands, geology underground structures, or dewatering operations. 3.3 Topography The subject SITE has an average elevation of approximately 81 feet above mean sea level(msl).Elevations do not vary significantly across the SITE lands.Slope in the general area of the SITE is to the south towards the Pacific Ocean. 3.4 Wetlands Wetlands are protected by Section 404 of the Clean Water Act and the Food Security Act of 1985 These laws regulate activities in wetlands by requiring permits from the Army Corps of Engineers for filling or dredging,or eliminating farm program benefits on wetland converted to farmland after December 23,1985 The California Fish and Game Department is in charge of wetlands for the state. Review of the USGS topographic map and the SITE survey indicated the following: No surface water features that could be classified as wetlands or vegetation indicative of wetland areas (i.e. cattails) are indicated at the Project or adjacent properties. 3.5 Radon Concentrations In California,west of the Sierra Nevada,the soils,sediments,and rocks generally contain substantially lower concentrations of uranium,thorium,and radium than in other parts of the country Radon gas concentrations, which emanate from these natural radioactive elements will,therefore,be considerably lower and generally are near ambient air concentrations(approximately 0.2 picocuries per liter of air or pCi/L).The concern for radon is not in the amount of radon gas emanating from the soil,but in concentrations within buildings which could exceed the EPAs recommended radon concentration of 4.0 pCi/L. However,radon emanations from soil will vary considerably depending upon seasonal and other climatic conditions(such as precipitation and atmospheric pressure). An EPA survey by zip code of indoor radon concentrations in Orange County California, indicated radon exposure levels between 2.0 and 4.0 pCi/L for the general area of the subject SITE,which is below the EPA action level of 4.0 pCi/L.The subject SITE exhibits an unlikely potential for radon contamination based upon the geological characteristics of the area and subject building construction. SECTION 4.0 CURRENT SITE CONDITIONS 4.1 Underground Storage Tanks (UST's) No access plates, vents, dispenser islands or other indication of UST's were observed to be present on the SITE during our SITE reconnaissance on September 19 2006. In addition, no current or historical permits for installation or removal ofUSTs directly on the SITE were found during NEC's review of the UST records on file with the regulatory agencies. 4.2 Aboveground Storage Tanks (AST's) No aboveground storage tanks were observed on-SITE. 4.3 Transformers Prior to 1976,Polychlorinated Biphenyls (PCBs)were commonly used in dielectric fluids in transformers, Company Confidential-Trade Sec et and Proprietary Information of Nationwide Env :mental Consultants,It 6 • Phase I 1 ronmental Site Assessment 174 West Wilson Street, Costa Mesa, California NEC Project No. 06-09-2608 capacitors, and light ballasts due to their desirable thermal characteristics.Due to the demonstrated toxicity and persistence of PCBs in the environment, PCB manufacture in the United States was discontinued after 1976. Electrical power into the SITE property is through a number of power poles situated along West Wilson Street to the south of the subject SITE. Pole mounted transformers were noted within some of the surrounding power poles, but they were reported by Southern California Edison as none PCB containing transformers. 4.4 Petroleum Products and Hazardous Materials No evidence of reportable quantities of hazardous substances or materials as identified pursuant to 40 CFR 116 and 40 CFR 300, nor waste dumping was observed on the project SITE. 4.5 Asbestos and Lead-Based Paint (ACM/LBP) Asbestos Containing Material (ACM) and Lead-Based Paint (LBP) sampling and analysis was beyond NEC's scope of services for this Phase I ESA. It should be noted however, that the subject SITE consists of a vacant land. There are no building materials suspect of containing asbestos and lead-based paint at concentrations exceeding the current regulatory levels.As a result, sampling for suspect asbestos and lead- based paint containing building materials is not deemed necessary at this time. SECTION 5.0 HISTORICAL SITE USAGE The historical records research extending to the late 1950s did not reveal any information that would present an adverse impact to the environmental integrity of the SITE. No indication of underground or aboveground storage tanks, hazardous material storage, disposal, or soil discoloration were noted during NEC's historical records research. Prior SITE usage has included residential use. 5.1 Building Permits NEC conducted a record research at various city and county government building departments for the building permits issued for the subject SITE. The city of Costa Mesa Building Department was contacted by a representative of NEC requesting to review all building permits on file for the subject SITE.The earliest permit on file consisted of an electrical permit issued in 1961 A summary sheet of copies of building permits reviewed by NEC are attached hereto in Appendix B of this report. 5.2 Aerial Photographs Historical aerial photographs were reviewed for evidence of former on-site and off-site features that could pose a potential environmental concern at the SITE. The historical aerial photographs for the years 1960, 1967 1995,2002 and 2004 were viewed by a representative of NEC to establish the historical SITE usage. Copies of the readily available historical aerial photographs viewed by NEC are attached hereto in appendix C of this report. 5.3 Sanborn Fire Insurance Maps Readily available historical Sanborn Map Company Fire Insurance risk maps were researched to identify past SITE occupancy as well as business occupancies in the SITE vicinity The Sanborn Map Company produced Company Co fide itial-Trade Se ret and Propr etary information of Nationwide Ent nmental Consultants,Inc. 7 • Phase I•ironmental Site Assessment 174 West Wilson Street, Costa Mesa, California NEC Project No.06-09-2608 detailed maps of urban structure information on buildings which were present, as well as their commercial use, if any No Sanborn fire insurance maps for the subject SITE were available from the collection of EDR s Sanborn fire insurance maps. SECTION 6.0 REGULATORY AND PUBLIC AGENCY REVIEW The following environmental regulatory agency sources and databases have been searched for subject SITE and sites reported in the vicinity of the subject SITE.A copy of the regulatory agency database search report generated by Environmental Data Resources,Inc. a subconsultant to NEC,is provided in Appendix D The accuracy of the reports is constrained by the limits of care and professional skill exercised by the subconsultant. Our review of these records can be only as current as the listings, and may not represent all known or potential hazardous waste or contaminated sites. For completeness and quality control,additional agency records were investigated personally by NEC. NEC makes no claims as to the completeness or accuracy of the referenced sources. A description of each list searched, with properties reported within the specified radius of the subject Site, is presented below The locations of the listed sites are shown on Figure 3. Review of the environmental database report indicates that the target Property was not identified in any of the databases researched by EDR. 6.1 Federal Sources National Priority List(NPL): This is a National Priority List compiled by the U.S. Environmental Protection Agency EPA. The sites on this list are prioritized as to their significant risks to human health and the environment. Only NPL sites can receive CERCLA funding.Based on review of the regulatory database report, neither the SITE nor any properties within a one mile radius of the SITE were identified on the NPL database. Comprehensive Environmental Response, Compensation and Liability Information System (CERCLIS): This is a list that contains data on potentially hazardous waste sites that have been reported to the EPA by states, municipalities, private companies, and private persons,pursuant to Section 103 of the Comprehensive Environmental Response, Compensation, and Liability Act(CERCLA). CERCLIS contains sites which are either proposed to be on the NPL List or sites which are in the screening and assessment phase for possible inclusion on the NPL.Based on review of the regulatory database report, neither the SITE nor any properties within a one mile radius of the SITE were identified on the CERCLIS database. CERCLIS-NFRAP:Archived sites are sites that have been removed and archived from the inventory of CERCLIS sites. Archived status indicates that,to the best of EPA s knowledge,assessment at a site has been completed and that EPA has determined no further steps will be taken to list this site on the National Priorities List(NPL),unless information indicates this decision was not appropriate or other considerations require a recommendation for listing at a later time.This decision does not necessarily mean that there is no hazard associated with a given site;it only means that,based upon available information, the location is not judged to be a potential NPL site.Based on review of the regulatory database report, neither the SITE nor any properties within a one-halfmile radius of the SITE were identified onCERCLIS-NFRAP database. Resource Conservation and Recovery Information System(RCRIS-TDS):RCRIS includes selective information on sites which generate,transport,store,treat and/or dispose(TDS)of hazardous waste as defined by the Resource Conservation and Recovery Act (RCRA). Based on review of the regulatory database report,neither the SITE nor any properties within a one mile radius of the SITE were identified on the RCRIS-TDS database. The GNRTR database is a list of RCRA registered small or large generators of hazardous materials. Review of the RCRA database report indicates that there are 2-RCRA Small Quantity Generators situated within a one-quarter mile radius of the SITE with no violations reported.The subject SITE was not listed on the RCRA database report. Emergency Response Notification System(ERNS):The ERNS is a national computer database used to store information on authorized releases of oil and hazardous substance. The program is a cooperative effort of the EPA, the Department of Transportation Research and Special Program Administration s John Volpe National Transportation System Center, and the National Response Center Reviewoftheenvironmentaldatabasereportindicatedthattherearenoreportedhazardous material spills on-SITE. US BROWNFIELDS. Included in the listing are brownfields properties addresses by Cooperative Agreement Recipients and brownfields properties addressed by Targeted Brownfields Assessment. Targeted Brownfields Assessments-EPA s Targeted Brownfields Assessments (WA) Program is designed to help states, tribes, and municipalites-especially those without EPA Brownfields Assessment Demonstration Pilots-minimize the uncertainties of contamination often associated with brownfields. Under the TBA program, EPA provides funding and/or technical assistance for environmental assessments at brownfields sites throughout the country Targeted Brownfields Assessments supplement and work with other efforts under EPA s Brownfields initiative to promote cleanup and redevelopment of brownfields. Cooperative Agreement Recipients-States, political subdivision, territories, and Indian tribes become Brownfields Cleanup Revolving Loan Fund (BCRLF) cooperative agreement recipients when they enter into BCRLF cooperative agreements with the U.S.EPA.EPA selects BCRLF cooperative agreement recipients based on a proposal and application process. TRIS. Toxic Release Inventory System.TRIS identifies facilities which release toxic chemicals to the air, water and land in reportable quantities under SARA Title III Section 313. Review of the environmental database report indicates that neither the SITE nor any properties within a one mile radius of the SITE were identified on the TRIS database. 6.2 California State Sources HIST CAL-SITES: The Calsites Database contains potential or confirmed hazardous substance release properties.In 1996,California EPA reevaluated and significantly reduced the number of sites in the Calsites database. No longer updated by the state agency It has been replaced by ENVIROSTER. Review of the environmental database report indicates that neither the SITE nor any properties within a one mile radius of the SITE were identified on the HIST CAL-SITES database. The California Hazardous Material Incident Report System CHMIRS contains information on reported hazardous material incidents, i.e. accidental releases or spills. The source is the California Office of Emergency Services.Review of the environmental database report indicates that there are no reported hazardous material incident on-SITE. CORTESE Listing: This database identifies public drinking water wells with detectable levels of contamination, hazardous substance sites selected for remedial action, sites with known toxic material identified through the abandoned site assessment program, sites with USTs having a reportable released and all solid waste disposal facilities from which there is known migration. Review of the environmental database report indicates that there are 10-CORTESE properties situated within a one-quarter mile radius of the SITE. However the subject SITE was not identified on the CORTESE database. SWRCY.A listing of recycling facilites in California.Review of the environmental database report indicates that there is 1 SWRCY property situated within a one-half mile radius of the SITE. However the subject SITE was not identified on the SWRCY database. Toxic Pits (TPC) . The Toxic Pits Clean-Up Act places strict limitations on the discharge of liquid hazardous wastes into surface impoundments, toxic ponds, pits, and lagoons. Regional Water Quality Control Boards are required to inspect all surface impoundments, annually In addition, every facility was required to file a Hydrogeological Assessment Report.Recent legislation allows the Department of Health Services to exempt facilities that closed on or before December 31 1985 if it can be shown that no significant environmental risk remains.Based on review of the regulatory database report, neither the SITE nor any properties within a one mile radius of the SITE were identified on the TPC database. The SWLF database is the state s list of permitted solid waste landfills, incerators, or transfer stations. Based on review of the regulatory database report, neither the SITE nor any properties within a one-half mile radius of the SITE were identified on the SWLF database. CA WDS. Sites which have been issued waste discharge requirments. Based on review of the regulatory database report, neither the SITE nor any properties within a one-quarter mile radius of the SITE were identified on the CA WDS database. WMUDS/Solid Waste Assessment Test (SWAT): The state Water Resource Control Board ranks all solid waste disposal sites throughout the state on the basis of the potential threat they may pose to water quality Sites are tested to see whether there is hazardous waste leakage from the landfill. Based on review of the regulatory database report,neither the SITE nor any properties within a one- half mile radius of the SITE were identified on the SWAT database. Permitted Underground Storage Tanks-State Water Quality Board (UST): The Cortese Bill (AB2013)initiated in 1983 required registration of all USTs with State Water Board or July 1,1984 About 176,000 tanks and surface impounds were registered between 1984 and 1987 An amendment (AB 1413)was passed in 1987 effectively removing the State Board from the registration processes starting January 1 1988.The data reflects the information collected by the state between 1974 and 1987 Home and farm heating fuel tanks with capacities of 1 100 gallons or less and structures such as `sumps, separators, storm drains, catch basins, oil filed gathering lines, refinery pipe lines, lagoons, evaporation ponds, well cellars, separation sumps, lined and unlined pits, sumps and lagoons' expect those defined as UST under HS WA may be regulated to protect water quality under the Porter Cologne Water Quality Control Act. The source is the State Water Resource Control Board.Based on review of the regulatory database report, there are three(3) CA FID properties situated within one-quarter radius of the SITE. However there are no records of USTs on the subject SITE. 63 Other Listed Properties A complete list of the other properties reported within the specified search radii is provided in the EDR Report in Appendix D It is the opinion of NEC, that these other properties have a low likelihood of presenting an immediate adverse impact to the environmental integrity of the subject SITE. In addition,the Responsible Parties(RPs)and/or Potential Responsible Parties(PRPs)have been identified and the subject SITE should not be considered liable for any future regulatory mandated remediation. 6.4 Local Sources City of Costa Mesa Zoning and Planing Department:were contacted and information regarding zoning were obtained and are attached hereto as part of this report in Appendix B. City of Costa Mesa Department of Building and Safety' was contacted regarding the building permits accompanied by certificates of occupancy for the subject SITE. Copies of the building permits were obtained and are attached hereto as part of this report in Appendix B. South Coast Mr Quality Management District: was contacted requesting to review all available files pertaining to the SITE address.A representative of SCAQMD stated that there are no records on file for the SITE addressee. Regional Water Quality Control Board (RWQCB): was contacted requesting to review all available files pertaining to the SITE address. To date, NEC has not received a response to our request for file review When the information becomes available to NEC,it will be forwarded as an addendum to this report. Department of Toxic Substance Control Board(DTSC): was contacted requesting to review all available files pertaining to the SITE address. The agency reported there are no records on file for the SITE addressee. SECTION 7.0 CONCLUSIONS AND RECOMMENDATIONS Based on our SITE reconnaissance, evaluation of current and past uses of the subject SITE and the immediate surrounding area, the condition of the subject improvements, analysis of pertinent regulatory agency documents/records, interview with the current owner, and review of the environmental database report generated by EDR,NEC concludes that: O This assessment has revealed that there are no Recognized Environmental Conditions (REC), as defined by ASTM, in connection with current and past historical SITE usage. Thus, giving the subject SITE a low priority No further investigation is deemed necessary at this time. There has been speculation although non-conclusive, that exposure to electro-magnetic field over a long period of time has been associated with high rates of cancer in some areas. Based on this speculation, the close proximately of the Edison s electrical sub-station, situated on the adjoining parcel to the north of the SITE, may present an adverse health effect to the future residents/tenants at the subject SITE.
