Plaza property at 3333 Bristol Street, Costa Mesa, under the conditions
Fax described below
(714) 43_ 1436
Background
South Coast Plaza (SCP) desires to meet NPDES requirements for limiting
storm drain discharges that adversely affect ocean water quality SCP has
met with the City of Costa Mesa NPDES Coordinator and developed a plan to
Mailing Address limit pollutants into the storm drain system. The proposal includes diverting
P 0 Boy 1200 water used for pressure washing and general concrete surface clean-up
Costa Mesa, c4 activities from the storm drain system into the sewer system.
9'6-8-1200
SCP proposes to accomplish the diversion from the storm drain system to the
sewer system by vacuuming the used water into a holding tank on a trailer
filtering it, and them discharging it into the sewer system. The letter of
request from SCP is attached as Exhibit A
Street Address Description of Proposed Washing Operation

Costa:Veca, C4 SCP intends to keep concrete surfaces throughout the plaza clean through
9'6:6-6_20 pressure washing. The concrete surfaces in question are the interiors of the
parking structures and outdoor concrete surfaces such as sidewalks, landings,
and slabs. The proposal does not include asphalt surfaces.
SCP will have two pressure washing systems. The first is a pressure washer
mounted in a Chevrolet pick-up truck that tows a 300-gallon capacity
Environmental Compliance Systems Waste Water Recovery System (shown in
the attached Exhibit 'B"). After the pressure washing of concrete surfaces, the

water is vacuumed into the recovery tank and petro chemicals, hydrocarbons,
animal/human by products, and grime and sludge are filtered from the effluent
down to one micron. The filtered water is then discharged into the on-site
sewer system as allowed under this special discharge permit. Attached as
Exhibit 'C' are the Environmental Compliance Systems specifications for the
recovery system.
The second concrete cleaning machine is an American Lincoln Technology
scrubber shown in Exhibit 'D' The water recovered by this scrubber will be
pumped into the previously described Environmental Compliance Systems
recovery unit and filtered The resulting filtered water will be discharged into
the on-site sewer system.
Conditions of Approval
1 SCP shall meet the requirements of the Costa Mesa Sanitary District
(CMSD) and the Orange County Sanitation District with respect to
allowable quantity and content of discharge
2. This special discharge permit applies to the South Coast Plaza property
only and no other property owned or controlled by the property owner
3 SCP shall exhibit cooperation with CMSD administrative and field staff
4 Collected water shall be discharged into privately owned on-site
manholes, not into CMSD manholes located in easements or in the
public streets. These locations will be reviewed by the CMSD Inspector
and the Inspector may direct the discharge to be moved to a different
location in order to facilitate proper operation of CMSD facilities. Sewer
discharges currently leave the property in a westerly northerly
easterly and southerly direction. The Inspector may be reached by cell
phone at (714) 293-3131
5 Records of the volume of water discharged into the sewer system shall
be provided to the District every six months to monitor the effect on the
public sewer systems
6 The vacuuming operation shall not be done during rainy periods, and
no rainwater is allowed to be discharged into the sewer system.
Likewise, no general surface water runoff is allowed to be vacuumed
and then discharged into the sewer system.

RE. National Pollutant Discharge Elimination System Permit Program
Dear Mr. Hamers:
Pursuant to our conversation concerning the City of Costa Mesa s astringent guidelines
on what is discharged into the storm drains, I am requesting permission to discharge run-
off water. This run-off water is created by hosing, mopping, pressure washing and
general clean-up activities. We will take special precaution not to discharge automotive
waste into your system.
After receiving your comments to this request, I will forward your information to Gary
W LaForge, Associate Engineer with the City of Costa Mesa.
I appreciate your assistance is this important new program.
Sincerely
