RE. FUNDING FOR NEW SEWER IN FAIRVIEW REGIONAL PARK
Dear Board of Directors:
Staff is in the process of preparing the proposed Capital Improvement Program for the 1998-99
fiscal year that will be included in the overall District budget. The Board will be having a study
session to discuss the proposed capital improvements and budget before their final adoption.
Staff and President Jim Ferryman have met and discussed the short and long term situations of the
City s Fairview Regional Park. At this time the City is leasing a portion of the park to the Goat
Hill Junction Railroad who desire the installation of restroom facilities. The City s master plan
also shows future restroom facilities on the west side of Placentia Avenue adjacent to the future
Interpretative Center Additionally at some future time Estancia High School may desire the
installation of restrooms near the rear of the school property
In 1995 when the railroad group inquired about the feasibility of installing restrooms, the District
Engineer studied the area and prepared a conceptual sewer plan to provide a gravity sewer system
to serve the park. City Staff followed up by preparing cost estimates of the gravity sewer system
as well as probable costs for other alternatives such as holding tanks, septic tanks, and a pumping
station.
At the City Council meeting on April 19 1998 the City Council offered up to$20,000 and the
railroad offered $25 000 toward the cost of installing a holding tank and restroom facility
District Staff believes any money used for installing a holding tank and maintenance thereof could
be better spent if used towards the installation of a permanent gravity sewer system that would not
only benefit the entire park but be cheaper in the long run since the long term maintenance costs for
the holding tank will exceed the capital costs of the sewer line. Apparently neither the City nor the
railroad have the money to install the gravity sewer system.
Staff and President Ferryman believe the District should consider funding the gravity sewer system
as part of the 1998-99 Capital Improvement Program since the need for the sewer system exists.

Should the Board consider the inclusion of this project, Staff recommends conceptual approval
subject to the following conditions:
• The District to construct, own, and operate a gravity sewer system from Canyon Drive to the
easterly side of Placentia Avenue as shown on the attached exhibit.
• The City shall grant the District a 15 foot wide easement along the sewer line plus an easement
from the sewer line to the rear of Estancia High School property
• Should the proposed sewer alignment require the preparation of an EIR or the approval of the
Department of Fish and Game, the Army Corps of Engineers,the Department of Fish and
Wildlife, the Coastal Commission, or any other agency having jurisdiction,the City shall
prepare all documents and obtain all approvals on behalf of the District.
• The City shall also contribute$20,000 and the railroad shall contribute $20 000 towards the
construction costs of the sewer line.
• District construction costs for the sewer line are estimated to be at least$200 000 and District
design engineering and contract administration are each estimated at 15%or$30,000 for an
estimated total of$260,000
• The City shall allow open cut of Placentia Avenue for the sewer crossing.
• Future sewer connections shall be approved by the District and constructed to District
standards.
• The City s future development will not prevent access to the sewer line or manholes.
It is suggested that if the Board desires to include the project in the upcoming budget then this letter
be sent to the City for comment.
