At the July regular meeting the Board requested Staff to invite a representative from the Orange
County Model Engineers (OCME)to the August meeting to explain why OCME is unable to
participate in the cost of the proposed sewer system. The District previously requested OCME to
provide$25 000 towards the new system.
Hank Homsveld of OCME will be attending the meeting and has been requested to provide
explanation of the following items:
• OCME represents It only has $27,800 and has committed$25,000 to the construction of a new
rest room facility snack bar and holding tank. If so, where is OCME obtaining funds from to
support the ongoing operation and maintenance of the railroad attraction. How much are the
monthly costs.
• The proposed snack bar will provide some profit. Can this future money be used to pay for the
sewer system.
• What is the timing for the completion of the snack bar and rest room facility
Recommendation.
Consider the testimony provided by Mr Homsveld, determine a monetary contribution level, if
any and proceed with the project.
The City has stated their contribution level can be a minimum of$15 000 with a possibility of
$20,000 depending on the costs of the rest room facility The Board needs to approve or
disapprove this level of finding.

RE INSTALLATION OF NEW GRAVITY SEWER IN FAIRVIEW PARK
Dear Rob:
As a follow-up to your letters of April 28, 1998, and July 10 1998, the City is in agreement with
the suggested conditions for installation of the subject sewer line, exclusive of the cost shares.
As you are aware the City has budgeted a minimum of $15 000 towards the construction of the
line. Up to $5,000 in additional funds may be available, depending on the final cost of the
restroom facility itself However the City cannot assure you of any more than $15 000 at this
time.
In regards to the condition requesting a contribution from the Orange County Model Engineers,
my understanding is that the District will be dealing directly with the Model Engineers on this
issue Please keep me informed as to the outcome.
As we had discussed previously the District will be providing the design and construction
management for the sewer line at their cost. Also, the District will be administering the bid
process and construction contract. Please be advised that the tentative schedule for the
restroom facility at the railroad depot shows completion in January 1999 Coordination of our
two projects will be essential. Our weekly coordination meetings will be an excellent forum to
work towards simultaneous completion of our two projects.

any questions, or if additional information is needed. The City looks forward to this outstanding
project, which will serve the residents of Costa Mesa for many decades to come

Dear Bill.
At their regular meeting on July 9 1998 the Board discussed your June 29 memo and the —
accompanying June, 23 letter from Kenneth Matassa of the Orange County Model Engineers
(OCME) with respect to funding the proposed sewer and restroom construction.
The Board and District are still committed to the project, however, prior to considering alternate
funding levels by the City and OCME the Board requested OCME attend the next District Board
meeting on August 13 1998 to provide additional clarification and detail on their financial
position.
In the interim would you please confirm the remaining items in the Mav 15 1998 letter to Allan
Roeder arc acceptable to the CM

As you are aware, the City Council has approved $35,000 in the Fiscal Year 1998-99
budget to assist in the construction of a restroom and gravity sewer line to serve the
Orange County Model Engineers (OCME) train facility on the east side of Placentia
Avenue. Up to $20 000 of this money has been committed to assist OCME in the
construction of a restroom. All remaining funds in the account would be used to help
defray the cost incurred by the Costa Mesa Sanitary District (CMSD) to provide a
sewer line to the restroom facility Hopefully the amount contributed will not exceed
$15,000 the exact amount will depend on the final cost of the restroom itself. The
District had originally requested a contribution of $20 000 by the City for the sewer
line, and it is still hoped that this figure can be approached given the premise that the
restroom facility would no longer need a holding tank installed.
The CMSD has also asked for a contribution from the OCME towards the sewer line,
which is estimated to cost $200,000 This request has been forwarded to the OCME,
and the attached response has been received. They have also included a copy of
their organization s latest bank statement.
With the understanding that the OCME will not be able to make a contribution, as well
as the fact that the city has budgeted all of its anticipated park development funds for
the next fiscal year it would be helpful to know if this project can still proceed. I
certainly hope we can keep this worthwhile project afloat (no pun intended). However
if the sewer line installation appears to be shelved at this time the City may want to
look at re-programming its sewer contribution funds to another park project.
Unfortunately there are a significant number of them that are currently not funded!

or if additional information is needed.

As you are aware we recently submitted plans to the city for the
second phase expansion of our station This expansion will add a
snack bar and restrooms to the existing loading platform We
understand the Sanitation District has imposed as a condition of
the installation of a sewer line into Fairview Park to service
the restrooms the requirement that we provide $25 000 toward the
sewer construction
During the planning for the station expansion we determined that
we could build the addition for about $25 000 provided we did
the construction ourselves and received some donations of
materials and labor We currently have $27 840 collected for this
project and thus can not afford to provide $25 000 to the
Sanitation District
It has taken us about nine years to collect these funds and were
we to be required to give the bulk of the funds to the Sanitation
District we would have to abandon for the foreseeable future
the station addition including the restrooms which are sorely
needed in the park
We hope you can intercede with the Sanitation District on our
behalf to have this condition of construction withdrawn

Dear Allan:
The District Board and Staff are aware of the continuing desire of the Orange County Model
Engineers (OCME)to install a sewer system that would allow expansion of their facility to include
restrooms and a snack bar The District has also reviewed the master plan for the park which
includes restrooms near the Interpretive Center and restrooms northerly of the southerly parking
area. Additionally Estancia High is considering the need for restrooms along their northwesterly
property boundary
The Board is also aware of the financial constraints of the City and the OCME with respect to
funding a sewer system. A conceptual study by the District in 1993 disclosed that the best
engineering solution is a gravity sewer system beginning in Canyon Drive and running northerly
and northeasterly eventually crossing Placentia Avenue to a point adjacent to the OCME facility
Other alternative sewer facilities such as septic tanks, holding tanks,and a pumping station were
studied but found to be too costly over the long term or inadequate to best serve the needs of the
entire park. Just recently the City Council and OCME began finning up plans to install a restroom
building and holding tank since this appeared to be the best possible solution considering the
available funds.
District Board and Staff believe any moneys committed by the City or OCME towards a holding
tank could be better spent if used towards the installation of a gravity sewer system that would
both benefit the entire park and be less expensive over the long term since the long term
maintenance costs for the holding tank will exceed the capital costs of the sewer line.
Based on the above,the Board of Directors believes that participation by the Costa Mesa Sanitary
District in installation of the sewer facility is mutually beneficial to both the City and District and
has approved the project in concept and directed Staff to include the project in the District s 1998-
99 Capital Improvement Program. The approval in concept is subject to agreement by the City of
the following considerations:

• The District will construct, own, and operate a gravity sewer system from Canyon Drive to the
easterly side of Placentia Avenue as shown on the attached exhibit. District will also construct
a southeasterly leg to the Estancia High School property line.
• The City shall grant the District a 15 foot wide easement along the sewer line.
• Should the proposed sewer alignment require the preparation of an EIR or the approval of the
Department of Fish and Game, the Army Corps of Engineers, the Department of Fish and
Wildlife, the Coastal Commission, or any other agency having jurisdiction,the City shall
prepare all documents and obtain all approvals on behalf of the District.
• The City shall contribute$20,000 and the OCME shall contribute$25,000 to the project
construction costs. This is a one-time consideration and future connections will only be subject
to the usual sewer connection charges which are nominal for a restroom facility
• District construction costs for the sewer line are estimated to be$200,000 and District design
engineering and contract administration are each estimated at 15%or$30,000 for an estimated
total of$260,000
• The City shall allow open cut of Placentia Avenue for the sewer crossing.
• Future sewer connections shall be approved by the District and constructed to District
standards.
• The City s future development will not prevent access to the sewer line or manholes.
Subject to City approval, the project can begin as early as later this year when the 1998-99 District
budget is approved. It is suggested that counsel for both parties draw up a simple agreement
outlining the above parameters.
As an additional note, the Board of Directors rescinded the District's prior approval for use of
septic tanks in Fairview Park.
