TELEMETRY SYSTEM UPGRADE
Dear Board of Directors:
The enclosed excerpt from the 2001 2002 Capital Improvement Program report fully
describes the project which is essentially an upgrade to the telemetry system.
Telemetry is the relay of pumping station information from the stations to the
communications headquarters. Problems at the station are detected by electrical
impulses which cause 800 MHz signals to be sent from the pumping station antennae
to the communications receiver Personnel at communications will then notify the
field crews of the corresponding problem.
In addition to detecting problems, the telemetry also collects information that is used
in planning and design. However,the telemetry s most important feature is being the
initial warning system for pumping station failure. And pumping station failure,
without a quick response, will always result in a sewer spill. That is because
pumping stations are needed in low lying areas where the effluent has to be pumped
uphill so it can again flow by gravity Because of the varying land formations in
Costa Mesa, the District has 20 pumping stations.
District Staff has already met with three vendors who can provide the needed upgrade to
the telemetry system.
Also enclosed is the independent engineer s review of the project by Norris Repke.
